About this file

This document is a Single Source Justification (Simplified Acquisition) for the purchase of a Pixell VP1500 Video Combiner system by the Air Force Test Center (AFTC/PZZG). The estimated contract cost is redacted, and the purchase request local ID number is F1S0AQ6035A001. The acquisition is not classified as a Bridge Action.

The Air Force seeks to procure a Pixell Video Processor with specific technical specifications including 8 HDMI 1.4 outputs, 16 HD inputs with HDCP support, DVI/HDMI/VGA/Component connectivity, input adaptors, and a 1 4U rack chassis with Windows 11 64-bit OS. The system includes Wall Control software for window placement and control via local or remote PC, serial port, or network connection. The procurement includes one year of hardware warranty and software support, with an optional two-year extension available for a total of three years coverage. Ground freight and insurance are included for CONUS delivery. The justification confirms that Pixell is the sole manufacturer of the VP-1500 Series with no authorized resellers. Market research using Internet searches and mandatory sources (Unicor, AbilityOne, GSA, AF LaunchPad) yielded no alternative sources or GSA schedule options. The F-22 Air Dominance Combined Test Force requires the upgrade to replace hardware that has been failing over the past year with dropped channels, and the 411 FLTS uses Pixell hardware for flight simulation virtual environments. Compatibility testing on Windows 11 has been completed and approved. The contracting officer, JENNA A JACOBSON (NH-III, Lead Contracting Officer), made the determination on March 6, 2026, that only a single source is reasonably available under FAR 13.106-1(b)(1). Future competition barriers will be addressed through ongoing market research and direct engagement with Pixell regarding potential reseller programs.

Section C: Justification for Soliciting from a Single Source or Brand Name

James Thornburg (Partner) at Pixell confirmed through written documentation and a phone call on 17 Feb 2026 that the VP-1500 Series of video processors are proprietary to Pixell and they are the sole manufacturers of the item. They have no authorized resellers. The F-22 Air Dominance Combined Test Force (AFCTF) utilizes the Pixell VP1500D to combine multiple streams of video to one channel. Upgrading the hardware is required to support all of the users, since the system has slowly been failing over the past year with dropped channels.

The replacement of the hardware ensures pilots will have accurate terrain date for flight simulations. 411 FLTS utilizes Pixell hardware to provide a virtual environment for flight simulation, reduction and analysis. The hardware has been in for approximately 13 years and this request is for a purchase of not just the hardware, but also of the warranty provided by the respective software company for their products identified above. As these agreements are specific to the hardware, they are only provided by the manufacturers of said hardware.

Discussion with SIL technicians showed hardware needed to be mirrored to Marietta, GA's simulator. The VP1500D must be acquired from Pixell to avoid concerns with non-compatible interfacing with the existing WALL software currently used in the 411 FLTS flight simulator. Compatibility test on WIN11 has already been performed and the VP1500D has been approved for use.

The video processor meets the SIL's hardware requirements.

Section D: Efforts to Obtain Competition

Market research showed there are no other companies that provide the same hardware/service since Pixell is the sole source of this video processor. Market Research was conducted for this acquisition mainly using Internet searches and mandatory sources.

No mandatory sources (Unicor, AbiliyOne, GSA, AF LaunchPad) carry the specified part and other small businesses found on the DSBS are not authorized resellers of the VP-1500, as noted by the representative from Pixell. Pixell was contacted on 19 Feb 2026 to confirm if a GSA schedule for the product exist, which unfortunately, does not.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

The primary barrier to competition for this acquisition is the proprietary nature of the required part, which are manufactured exclusively by Pixell. The manufacturer does not have authorized resellers, and the Government does not possess the technical data package or drawings required for another source to produce the items. To overcome this barrier prior to any subsequent acquisition, the agency will conduct future market research to survey the market for new entrants or alternative solutions.

Concurrently, the agency will engage directly with Pixell to inquire about their plans for establishing a reseller program in the future.
