About this opportunity

The U.S. Army Contracting Command - Detroit Arsenal is issuing an Invitation for Bids (IFB) to procure Tank Assembly, Fabric units (NSN: 5430-01-547-6348, Part Number 50K FUEL, IPDS) under solicitation W912CH-26-B-0002. The procurement seeks 50,000-gallon collapsible fuel storage tanks designed for military use and compatibility with existing petroleum distribution systems, manufactured in accordance with Military Performance Specification MIL-PRF-32233D. Bidders must acknowledge receipt and full comprehension of the MIL-PRF-32233D specification by signing and returning Attachment 0002 with their bid submission, or their bids will be rejected. The Government will evaluate bids without discussions using a firm-fixed-price award criterion, selecting the responsible bidder offering the lowest total price; all necessary information for evaluation must be contained within the bid submission, as the Government will not cure deficiencies. Critical deadlines include February 3, 2026, at 1:00 p.m. local time (Warren, Michigan) for submission of any questions to contract specialists Lyndsey Pena and Stanley Biernacki, with the bid opening scheduled for February 19, 2026, at 1:00 p.m. local time.

This procurement is designated as a total small business set-aside under Federal Acquisition Regulation 19.502-2, restricting competition to qualified small business concerns. The IFB calls for a production quantity of 41 tank assemblies with an unexercised option for an additional 41 units, deliverable at a rate of five units per month following contract award. The contract structure is firm-fixed-price with a 100% option clause, requiring submission of a first article test report within 90 days of award and compliance with specialized packaging instructions detailed in Attachment 0003 and specific handling protocols for controlled unclassified information outlined in Attachment 0006. The Q&A log clarifies that the 50,000-gallon tanks are Size IV configuration with 4-inch fittings and must include a berm liner as specified in document ATDP-2262 with all deliveries. Performance location and delivery requirements are established under Army Contracting Command - Detroit Arsenal, with adherence to MIL-PRF-32233D environmental performance standards requiring tank functionality across temperature ranges from -25°F to 140°F and compatibility with multiple fuel types including JP-8, JP-5, and Jet A/A-1.
