About this file

This is a Questions and Answers Log for Invitation for Bids W912CH-26-B-0002, issued by the Department of the Army for the procurement of 50,000-gallon tank assemblies (NSN: 5430-01-547-6348). The Q&A log addresses three key inquiries from bidders regarding fabric composition, tank specifications, and component requirements.

Regarding fabric requirements, bidders must ensure all fabrics used in manufacturing and tank assembly lots meet MIL-PRF-32233D specifications. If a bidder requests a First Article Test (FAT) waiver, the proposed fabric must match the fabric used in the previous FAT. If proposing a different fabric, supporting documentation demonstrating confidence in the new fabric's dynamic properties is required. The solicitation specifies 50,000-gallon tank assemblies with 4-inch fittings (Size IV configuration) and mandates inclusion of a berm liner in all deliveries, with dimensions referenced in document ATDP-2262. This is a total small business set-aside with firm-fixed-price terms and a 100% option clause. Bidders must sign and return the MIL-PRF-32233D Acknowledgement Form by the bid receipt deadline or face rejection. Questions submitted prior to February 3, 2026 at 1:00 p.m. local time (Warren, MI) were directed to the Army Contracting Command - Detroit Arsenal.

Last Updated: 10 February 2026 W912CH-26-B-0002 - Q and A Log Question #1: Are bidders required to supply the same fabric composition as previously provided when assigned NSNs (5430-01-567-8785 / 5430-01-669-1495) as related to First Article Tests while also meeting MIL PRF 32233D?

Answer: Bidders shall verify that properties of all fabrics used during manufacturing of first articles and tank assembly lots meet the requirements of MIL PRF 32233D. Please reference MIL PRF 32233D for the fabric material requirements, as the bidder is required to pass FAT IAW MIL PRF 32233D. If the Bidder is requesting a FAT waiver, the fabric proposed for this procurement will need to match the fabric that was used for the previous FAT. If a fabric other than the one used in the original FAT testing is being proposed, supporting documentation must be submitted to provide confidence in the dynamic properties of the new fabric.

Question #2: Is this solicitation for the 50,000-gallon tank Size IV (4-inch fittings) or Size IV-A (6-inch fittings)?

Answer: This solicitation is associated with the 4" fittings.

Question #3: Could you please confirm whether the 50,000-gallon tank assemblies under this solicitation are intended to include the berm liner, or if there is any deviation specifying that the berm liner is not required?

Answer: Tanks MUST include a berm liner in the delivery along with the CFT. Dimensions can be found in ATDP-2262.
