About this file
This is a Questions and Answers log for federal solicitation W912CH-26-B-0002, updated on February 9, 2026. The log addresses bidder inquiries regarding the procurement of 50,000-gallon tank assemblies (NSN: 5430-01-547-6348, part number 50K FUEL, IPDS) for the Department of the Army. The solicitation is structured as an Invitation for Bids for a firm-fixed-price contract with 100% option and is designated as a total small business set-aside under FAR 19.502-2.
Question #1 addresses fabric composition requirements, clarifying that bidders must ensure all fabrics used in manufacturing first articles and tank assembly lots comply with MIL-PRF-32233D specifications. If a bidder requests a First Article Test waiver, the proposed fabric must match the fabric used in the original FAT. Any deviation to alternate fabrics requires submission of supporting documentation demonstrating confidence in the dynamic properties of the new material. Questions #2 and #3, regarding whether the 50,000-gallon tank is Size IV (4-inch fittings) or Size IV-A (6-inch fittings) and whether berm liners are required, remained marked "In Progress" as of the log's last update. Bidders were required to submit questions by February 3, 2026 at 1:00 p.m. local time (Warren, MI) and must sign and return the MIL-PRF-32233D Acknowledgement Form with their bid submission or face rejection.

Last Updated: 9 February 2026 W912CH-26-B-0002 - Q and A Log Question #1: Are bidders required to supply the same fabric composition as previously provided when assigned NSNs (5430-01-567-8785 / 5430-01-669-1495) as related to First Article Tests while also meeting MIL PRF 32233D?
Answer: Bidders shall verify that properties of all fabrics used during manufacturing of first articles and tank assembly lots meet the requirements of MIL PRF 32233D. Please reference MIL PRF 32233D for the fabric material requirements, as the bidder is required to pass FAT IAW MIL PRF 32233D. If the Bidder is requesting a FAT waiver, the fabric proposed for this procurement will need to match the fabric that was used for the previous FAT. If a fabric other than the one used in the original FAT testing is being proposed, supporting documentation must be submitted to provide confidence in the dynamic properties of the new fabric.
Question #2: Is this solicitation for the 50,000-gallon tank Size IV (4-inch fittings) or Size IV-A (6-inch fittings)?
Answer: In Progress
Question #3: Could you please confirm whether the 50,000-gallon tank assemblies under this solicitation are intended to include the berm liner, or if there is any deviation specifying that the berm liner is not required?
Answer: In Progress
