About this opportunity

MICC-West Point is soliciting quotes for cadet sword belts, buckles, and frogs for the United States Military Academy at West Point, New York, with quotes and physical samples due November 30, 2026 at 12:00 p.m. Eastern Time. The procurement is a total small business set-aside under NAICS 316990, Other Leather and Allied Product Manufacturing (except Contractors), with a 500-employee size standard and PSC 8305. Offerors must be registered in SAM under the applicable NAICS code with current UEI and CAGE codes.

Place of performance is West Point, New York 10996. The base year covers 1,500 units each of large belts, small belts, and frogs, with delivery by December 1, 2027, followed by four one-year option periods (2028 through 2031) at identical quantities. Pricing is firm fixed-price, FOB destination, with transportation borne by the contractor. SF 1449 page 2 requires TAA compliance and Buy American Act certifications.

The sword belt is 1-11/16 inches wide in large (57 inches total finished length) and small (48 inches total finished length), built from 5.5 to 6.0-ounce hand-bordered, vegetable-tanned, drum-dyed black cowhide. The frog is 10 to 12-ounce semi-rigid cowhide. The buckle and keeper are die-struck brass, and the buckle emblem is an Athena Helmet and wreath. The contractor must warrant the buckle and keeper against more than 2% breakage over five years, with month and year date stamps.

Evaluation uses two factors. Factor 1 is a pass/fail sample rating of Acceptable or Unacceptable against Section 4 of the Specifications Manual, and an Acceptable rating is required in all non-price factors. Factor 2 is price, assessed for reasonableness under FAR 13.106-3(a). One award goes to the responsible offeror whose conforming offer is most advantageous, considering price and other factors. Samples (one large belt, one small belt, and one frog) are due at no expense to the Government with the quote. A 52.212-1 addendum also calls for a cadet bathrobe sample, which the belt-focused solicitation does not otherwise describe.
