About this file
This is a Request for Quote (RFQ) for the manufacture and delivery of USMA Sword Belt, Buckle, and Frog assemblies for the United States Military Academy.
The solicitation W911SD27QA006, issued November 6, 2026, requires delivery of three distinct components: sword belts (available in large and small sizes), sword frogs, and buckle/keeper assemblies. The base year includes 1,500 units each of large belts, small belts, and frogs, with delivery required by December 1, 2027. The contract includes four one-year option periods (2028–2031), each with identical quantities and delivery schedules. This is a Women-Owned Small Business (WOSB) set-aside at 100 percent, with a small business size standard of 500 employees under NAICS code 316990. The solicitation utilizes firm fixed-price pricing with FOB destination shipping, with all transportation costs borne by the contractor. Quotes are due November 30, 2026, by 12:00 PM Eastern Time, and must include physical samples (one large belt, one small belt, one frog) submitted to Leslie Duron at West Point, New York by the same deadline. Evaluation criteria consist of sample acceptability (technical pass/fail based on conformance to detailed specifications) and price reasonableness. All products must meet or exceed specifications regarding leather quality, dimensions, construction details, stitching standards, and performance warranties, including a 5-year warranty against breakage exceeding 2 percent. The contracting office is W911SD at the US Military Academy, West Point, with contracting officer Leslie Duron (leslie.a.duron.civ@army.mil, 520-687-8175).
