About this opportunity

The Defense Logistics Agency (DLA) Troop Support Subsistence is seeking a commercial bakery to provide fresh bread and bakery products for military customers located in Arizona. The solicitation (SPE300-24-R-0043) requires offerors to propose on all items in the Schedule of Items, with a critical emphasis on product freshness, same-day emergency delivery capabilities, and maintaining appropriate commercial temperature standards. Proposals are due by March 17, 2025, at 3:00 PM Eastern Standard Time, and must be submitted through the DLA-BSM Internet Bid Board System. The contract will evaluate proposals based on product quality, delivery proximity, and compliance with specified requirements, with potential disqualification for proposals that do not meet all technical specifications. Potential offerors must be registered on the DLA system and can direct questions to Jennifer DeLange, Alicia Harris, or Amanda Quaile via email.

The solicitation is an unrestricted contract with no specific set-aside, targeting commercial bakeries within the NAICS 311812 category. The contract period spans three years, from March 30, 2025, to April 1, 2028, with two 18-month pricing tiers and an estimated total contract value of $481,252.02. The procurement will support 13 delivery locations across Arizona, including military installations such as Luke Air Force Base, Fort Huachuca, Marine Corps Air Station Yuma, and various other federal facilities. The minimum guaranteed contract value is $16,041.73, with a maximum potential value of $1,203,130.05. Contractors must provide products manufactured in the United States per Berry Amendment requirements, maintain a 97% fill rate, and ensure delivery within two days of order, with specific packaging and quantity requirements detailed in the attached Schedule of Items.
