About this opportunity

The Defense Logistics Agency (DLA) Troop Support Subsistence is seeking to procure fresh bread and bakery products for military customers in the Middle Atlantic Region through a competitive solicitation. The agency intends to award up to three Long Term Contracts (LTCs) to commercial firms capable of supplying fresh bakery items to military installations. Key contract requirements include maintaining product freshness, using FDA-approved mold inhibitors, and demonstrating the ability to execute same-day emergency deliveries to designated locations. Offerors must propose pricing for all items in the Schedule of Items for the groups they are bidding on, with proposals due by January 6, 2025, at 3:00 PM Eastern Standard Time. Proposals will be evaluated on responsiveness to solicitation requirements, with technical acceptability being a critical factor in determining contract award.

The solicitation is an unrestricted competition with no specific set-aside designations, covering three customer groups at Fort Detrick, Fort Gregg Adams, and Fort Eustis. The contract period of performance spans from April 13, 2025, to April 8, 2028, divided into two 18-month tiers. Estimated total contract values vary by group, with Group 1 valued at $30,074.49, Group 2 at $891,338.79, and Group 3 at $223,003.35. The procurement requires a minimum order value of $25.00 and mandates that all products be produced in the United States in compliance with the Berry Amendment. Performance locations include military facilities in Maryland, Virginia, and Pennsylvania, with vendors required to maintain a 97% fill rate and provide comprehensive delivery capabilities to multiple military installations and vessels in the Middle Atlantic Region.

Update #1 ·

This is a Solicitation notice regarding a Defense Logistics Agency (DLA) Troop Support Subsistence Fresh Bread and
Bakery contract intended for servicing customers located in the Middle Atlantic Zone. Offers are due No Later Than
3PM Eastern Standard Time, 27 December 2024.

Background: The Agency intends to issue an award and ultimately enter into up to 3 Long Term Contracts (“LTC”) with a commercial firm to supply Fresh Bread and Bakery products to military customers in the Middle Atlantic Zone.
1. This solicitation includes three groups with customers listed in the Attachment 3 Delivery Schedule.
2. These include Fresh Bread and Bakery Products. The freshness requirement of the product being delivered may
not be compromised.
3. The offeror’s distance from the delivery location is very important. The offeror must be capable of delivering
product to arrive at the delivery location the same day for emergency orders if necessary.
4. Commercial standards should be used to maintain temperatures appropriate for the individual items. Bakery
products shall include mold inhibitors of the proper level as allowed by the FDA. When proposing in response to a
solicitation, failure to propose the specified quality requirement per item as identified above may render an
offeror’s proposal technically unacceptable. This will consist of DoD/Troop customers in the Middle Atlantic Zone. After
soliciting, the Agency intends to make one award. Offerors are required to propose on all items in the Schedule of
Items on which it offers. Failure to do so may result in a proposal being deemed technically unacceptable and
therefore excluded from further consideration for award.
Because the Contracting Officer is not obligated to initiate negotiations, when proposing to the solicitation each
offeror shall submit its most competitive proposal. Said proposal shall be responsive to all of the Solicitation’s
requirements and free from any deficiencies. The period of performance for the resultant contract is from April 13, 2025, to April 8, 2028. All responsible sources must submit proposals that will be considered by DLA Troop
Support. Copies of the solicitation will be found on the DLA-BSM Internet Bid Board System at
https://www.dibbs.bsm.dla.mil. If not already registered, prospective offerors will be required to do so prior to
viewing and downloading a copy of the solicitation. If you have any questions regarding this notice then please send
any questions via e-mail to the following address: Edith Moss, Contract Specialist, Edith.Moss@dla.mil, Lauren Thaire, Lauren.Thaire@dla.mil and Colin Kendra, Colin.Kendra@dla.mil.
