The contract will be a single-award Indefinite Delivery/Indefinite Quantity (IDIQ) with Firm Fixed Price (FFP) for a five-year ordering period and a six-month option to extend services. Contractors must provide trained personnel with necessary certifications, transportation, equipment, parts, tools, and materials to maintain VLMs for OO-ALC, DLA, and Tenant Units. The evaluation will use a Lowest Price Technically Acceptable (LPTA) methodology, with two primary evaluation factors: Price and Technical. Proposals will be assessed on a pass/fail basis, focusing on response times for inoperative equipment and capability to acquire Original Equipment Manufacturer (OEM) parts. The solicitation requires electronic submission through PIEE by March 27, 2025, at 12:00 PM local time.
The contract is set aside 100% for women-owned small businesses under NAICS code 811310, with a size standard of $12.5 million. The performance location will be Hill AFB, Utah, and the contract will cover approximately 250 carousel/VLM units across multiple facilities, categorized in size classes A through F. While specific award value is not explicitly stated, the Total Evaluated Price (TEP) worksheet provides a framework for pricing across various service categories including preventative maintenance, relocation, disposal, and unscheduled repairs. The contract period will run from June 5, 2025, to June 4, 2030, with contractors required to perform scheduled PMI twice per year on each machine and respond to maintenance requests within one business day. Work hours are established as Monday-Friday, 0530-1600, excluding federal holidays, with extensive security protocols including DBIDS badge requirements and controlled area access procedures.
