About this opportunity

The Department of Justice Bureau of Prisons Central Office seeks Executive Training & Assessment services for newly appointed executive leadership at women's correctional facilities, with proposals due August 26, 2026 and questions due August 20, 2026 at 10:00 am Eastern Time. The procurement is a 100% small business set-aside under NAICS 611430 with a size standard of $15 million, using firm fixed price contracting.

Place of performance is the Federal Bureau of Prisons Management & Specialty Training Center in Aurora, Colorado, or online delivery if travel funding is unavailable. The contractor must develop and deliver a customized, trauma-informed training curriculum addressing woman-specific communication dynamics, trauma responses, PREA sexual safety compliance, and leadership strategies for special populations including people with disabilities, veterans, pregnant women, and aging women. Training is delivered once per fiscal year to up to 40 participants over three 8-hour days (24 hours total). All contractor personnel require visitor-level suitability checks under Homeland Security Presidential Directive 12; personnel performing services must demonstrate expertise with justice-involved women, trauma-informed and cognitive-behavioral interventions, prison research experience, and correctional leadership training at national and international levels.

Contract performance runs from October 1, 2026 through September 30, 2027 (base period), with four unexercised one-year option periods and an optional six-month extension. The contractor must submit detailed curriculum modules and lesson plans a minimum of 90 days before the initial training date for approval, attend a post-award kickoff conference within 10 days of award, and provide monthly progress reports.

Evaluation uses a best-value approach weighting Technical as most important, Past Performance as second most important, and Price as least important. Offerors with no relevant prior performance may receive neutral ratings. Contractor travel to Aurora must be included in firm-fixed pricing with no separate reimbursement.
