Executive Training & Assessment Evaluation Criteria

This document contains the evaluation criteria for a Federal Bureau of Prisons (FBOP) solicitation for Executive Training & Assessment services. The procurement will be conducted under FAR Part 12 for commercial products and services, with contract performance commencing October 1, 2026. The contract structure includes a 12-month base period, four one-year option periods, and an optional six-month extension.

Proposals will be evaluated using a best-value approach with three primary factors: Technical (most important), Past Performance (second most important), and Price (least important but potentially substantial in differentiating similar proposals). Offerors must clearly demonstrate understanding of requirements and capability to perform; generic or restated information may receive lower ratings. Technical evaluation criteria focus on expertise with justice-involved women, incarcerated women advocacy, trauma-informed and cognitive-behavioral interventions, prison research experience, peer-reviewed publications, outcome research on women-responsive programs, correctional leadership training at national/international levels, comprehensive facility assessments using trauma-informed principles, and knowledge of FBOP programs and Prison Rape Elimination Act (PREA) implementation. Past performance will be assessed based on previous relevant contracts, quality and timeliness of work, budget management, business practices, and technical/management capabilities; offerors with no relevant prior performance may receive neutral ratings. Pricing must comply with regulatory requirements and be deemed fair and reasonable; unrealistic (probable loss) or extreme pricing may be rejected. The Government will evaluate both base period and option period pricing and technical responses but retains discretion not to exercise options.

Executive Training & Assessment

EVALUATION CRITERIA

The offeror’s proposals will be evaluated in three areas: Technical, Past Performance, and Price.

This acquisition will be conducted in accordance with FAR Part 12, Commercial products and Commercial Services. The Government shall award to the responsible quoter whose quote, conforming to the solicitation, will be most advantageous to the Government. A comparative evaluation of all quotes will be performed to determine the best value, which may include a tradeoff among price and non-price factors Technical and past performance when combined are significantly more important than price. In the non-price areas, technical is more important than past performance. Interested parties should recognize that price, although of lesser importance than non-price factors, might contribute substantially to the contract award decision. As the evaluation of competing proposals in the technical and past performance areas become more equal in rating, the more important price will become in selecting the best value for the Government. The BOP desires to make an award to the offeror who can provide the best value, considering the evaluation criteria specified herein. The Government is more concerned with obtaining superior technical excellence and low risk than in making an award at the lowest price to the Government. This will involve an overall assessment of each proposal judged in terms of an offeror's potential for successfully completing anticipated requirements at a reasonable cost.

The contractor shall commence full performance of services under this contract on October 1, 2026. The contract will include a 12-month base period, with four (4) one-year option periods and an optional 6 month extension.

Submittals/proposals will be rated based on the Decisional Rule criteria. Mere restatement of the requirements or assertions that the quote is compliant with the RFQ/solicitation without containing an appropriate description of the offeror's capabilities may negatively impact an offeror’s evaluation. Generic information may be rated lower than information well tailored to the Government’s requirements. The Government will evaluate quotes based solely on the information provided in the offeror’s submittal. The quote must clearly demonstrate the offeror’s understanding of the requirements and capability to perform the work described in the solicitation. The Government is not obligated to search for or infer information not contained in the quote. Failure to provide sufficient detail to allow for a complete evaluation may result in a lower evaluation compared to others or the quote being determined technically unacceptable.

Quotes shall clearly demonstrate, at the time of submission, the capability to meet all the following criteria:

Technical Evaluation Factors

U.S. Department of Justice Federal Bureau of Prisons National Acquisitions Section

5. Experience conducting research in a prison setting.

6. Evidence of publishing in peer-reviewed journals or professional publications related to incarcerated women.

7. Experience conducting outcome research on psychology and/or programs responsive to women’s needs.

8. Evidence of training correctional leadership teams at the national or international level.

9. Evidence of developing and delivering trauma informed trainings that are responsive to the needs of incarcerated women.

10. Experience and knowledge of FBOP programs, policies, and implementation of the

Prison Rape Elimination Act (PREA).

11. Experience conducting comprehensive facility assessments of women responsive and trauma- informed principles and practices of institutions housing women and authoring thorough reports.

Past Performance

Past Performance is a measure of the degree to which the offeror, as an organization, has performed previous contracts and satisfied its customers. Offerors will submit Past performance information with their proposal, to include recent and relevant contracts for the same or similar items and other references (including contract numbers, points of contact with telephone numbers and other relevant information). The Government will check, to the extent it deems necessary, each offeror's past performance information and reserves the right contact references to inquire about: the quality and timeliness of the offeror's work; ability to stay within budget; reasonableness of its business behavior; and technical and management capabilities. The Government may expand the evaluation to include references or information not contained in the offeror's submission including, but not limited to, past evaluations and other available information. The actual number of references checked is at the Government's discretion. If an offeror has no relevant part performance, the offeror may receive a neutral rating.

Pricing Evaluation

To be considered for award, the offeror must submit prices that comply with pertinent regulatory requirements and are deemed to be fair and reasonable. The Government may evaluate the reasonableness of each offeror's proposed unit prices and multipliers by comparing them to each other and, where necessary, other contracts for similar items.

Prices that represent a probable loss position for the offeror may be judged unrealistic.

Prices which are extreme or excessive may be judged unreasonable.

For award purposes, in addition to an offeror's response to the base period requirements, the Government will evaluate the offeror's technical and price response to all contract option periods. Evaluation of option period will not obligate the Government to exercise the options.
