About this opportunity
The Defense Logistics Agency seeks maintenance and network services for ChargePoint CT4000-ASSURE1 electric vehicle charging stations across ten operational locations, with proposals due June 29, 2026, and questions due June 8. This procurement is a 100% small business set-aside (NAICS 336390, 1,000-employee size standard) for a firm fixed price contract covering one base year and four option years through September 29, 2031.
Place of performance spans ten operational charging locations: Fort Belvoir, Virginia (2 stations); Richmond, Virginia (1); Tracy, California (2); Philadelphia, Pennsylvania (2); New Cumberland, Pennsylvania (2); and Columbus, Ohio (1), with six additional chargers scheduled for New Cumberland in 2026. Only ChargePoint or ChargePoint-approved O&M partners may perform maintenance; all maintenance work must be completed by ChargePoint-certified technicians.
The base year covers 10 EVSE maintenance plans and 16 network service plans; option years expand to 16 EVSE maintenance plans and 27 network service plans. The contract requires ChargePoint warranty coverage including parts and on-site labor, with one-business-day service response and technician on-site repair within one day of parts receipt. Network service plans must include account management, remote monitoring, energy usage tracking, and online dashboard monitoring. Cybersecurity compliance is mandatory under FISMA, NIST SP 800-53r5, NIST 800-82r3, and FedRAMP Impact Level IL2 minimum standards; cybersecurity labor is a separate not-to-exceed line item.
Evaluation uses best value tradeoff procedures weighing technical approach, cybersecurity capability, and past performance against price. Offerors must submit a technical capabilities statement (20 pages maximum), project manager resume (3 pages maximum), completed pricing spreadsheet, FAR provision 52.212-3 certifications, and execute a contractor non-disclosure agreement covering CUI, PPBE information, source selection data, and proprietary information.
