About this file
Summary
This is a Performance Work Statement (PWS) for electric vehicle charging station maintenance services to be awarded as a task order against a Federal Supply Schedule (FSS) contract to the Defense Logistics Agency (DLA). The requirement covers one base year (September 30, 2026 – September 29, 2027) and four option years through September 29, 2031. DLA currently operates 10 ChargePoint electric vehicle charging stations located at six facilities: Fort Belvoir VA (2 stations), Richmond VA (1), Tracy CA (2), Philadelphia PA (2), New Cumberland PA (2), and Columbus OH (1), with six additional chargers scheduled for New Cumberland in 2026. Only ChargePoint or ChargePoint-approved O&M Partners may perform maintenance work on these stations.
The contractor must provide ChargePoint CT4000-ASSURE1 maintenance warranty coverage (including parts and on-site labor), network service plan subscription with remote monitoring and station management, and required cybersecurity compliance. Warranty coverage includes repair of any equipment failure or damage from accidents, vandalism, and excessive wear. Service response is required within one business day, with technician on-site repair within one day of receiving required parts. Maintenance must be performed by ChargePoint certified technicians. The network service plan must include account management features, network visibility/access controls, energy usage tracking, and online dashboard monitoring with vendor-provided documentation requiring COR approval. The vendor must provide 60-day advance written notice prior to network service plan expiration, including EVSE identifier information, location, order number, and service end date. Contract line items specify quantities of 10 EVSE maintenance plans and 16 network service plans for the base year, increasing to 16 and 27 respectively for option years 1-4, with separate cyber security not-to-exceed line items for each period. Cybersecurity requirements mandate compliance with FISMA, NIST SP 800-53r5, NIST 800-82r3, and FedRAMP Impact Level IL2 minimum standards, with contractor responsibility for RMF documentation, STIG compliance, system design, and all software and physical maintenance activities throughout the contract period.
