About this opportunity
The Department of the Air Force Materiel Command Air Force Sustainment Center seeks repair services for six power supply units (NSN 6130-01-314-7781, Part Number 2001205-002) via a two-step RFQ with proposals due June 15, with the procurement restricted to prequalified sources per FAR 9.202(a).
Place of performance is Hill Air Force Base, Utah. Sources must be qualified prior to award; interested vendors not previously approved must submit a Source Approval Request package to the Source Development Small Business Office or Contracting Officer. Qualification requires demonstrating access to required testing and inspection capabilities, a complete technical data package including Southwest Research Institute drawing 200827879-10, repair process verification per ESA-approved engineering data, and submission of a test and evaluation verification plan to 415 SCMS/GUMBB for approval. Estimated qualification cost is $13,000 with a 60-day timeline; however, offerors may not be denied the opportunity to submit if they can demonstrate compliance before contract award, though award will not be delayed for qualification purposes. Source qualification waivers are available for prior government or OEM supply, mirror image articles, assembly qualifications, dash number variants, similar items, or previously qualified sources undergoing corporate changes.
Work consists of test, teardown, and evaluation (TT&E) only or TT&E with repair. TT&E must be completed within 30 days of receipt; repair delivery is required 180 days after completion of study. The contractor must maintain CMMC Level 2 (Self) certification for information systems processing, storing, or transmitting FCI or CUI; implement an ESD control program per MIL-PRF-87893 and ANSI/ESD S20.20-2021; establish a Counterfeit Prevention Plan per SAE AS5553 within 30 days of award; perform corrosion control per MIL-STD-1568E and cleaning per MIL-HDBK-454C and T.O. 1-1-691; mark items with Item Unique Item Identifier per MIL-STD-130 and MIL-STD-129; ship repaired items with DD Form 1348-1A via the CAVAF system; report condition code changes within 24 hours and item failure data within 7 days. Repairs exceeding 75 percent of stock list price require authorization from 415 SCMS for condemnation or disposition.
Evaluation uses a Lowest Priced technically qualified offeror approach. Award will be made to a single qualified source submitting the lowest Total Evaluated Price; the government reserves the right to award no contract. NAICS code is 811210, Electronic and Precision Equipment Repair and Maintenance. PSC code is 6130, Converters, Electrical, Nonrotating. To request access to the technical data package, email RICHARD.MAYNARD.5@US.AF.MIL with a current DD2345 and JCP printout.
