About this opportunity
The Mission and Installation Contracting Command Installation Contracting Office at West Point is soliciting a vendor to manufacture cadet swords for the United States Military Academy, with proposals due November 16 and questions due October 16. This is a 100% set-aside for small business concerns, with NAICS 332215 (Metal Cookware, Flatware, Sword Manufacturing) and PSC 8465 (Individual Equipment). A firm closing date of October 30, 2026, at 12:00 PM applies for sample submission; all dates for RFIs, samples, and delivery are non-extendable.
Place of performance is West Point, NY. The procurement requires manufacture of 1,700 Cadet Sabers (CL 2031) plus one first article sample in the base year, with two one-year option periods for 1,700 units each. Base year delivery is firm for April 12, 2027, with option year deliveries on April 12, 2028, and April 12, 2029. All items are firm fixed-price with FOB destination delivery to Building 913, Washington Road, West Point, NY. Inspection and acceptance occurs at USCC S4, Washington Hall, Room 4116, West Point.
The specification (dated August 28, 2026, PAN 057665, WP-PD-26-02) establishes detailed requirements for a stainless steel blade (UNS S42000, Rockwell C 48–54 hardness), hilt assembly with pommel, grip, cross guard, and leather cushion, carbon steel scabbard with nickel plating, and flannelette cover in West Point Gray (Pantone Cool Gray 5 C). Finished sword weight is 695 ± 40 grams; scabbard weight is 430 ± 30 grams. All items require first article inspection and conformance sampling per ASQ/ANSI Z1.4, with testing per ASTM E18, ASTM D1005, and functional performance verification. Each sword requires unique item identification (IUID) marking. Scabbard liners are warranted for three years from receipt.
Evaluation is based on technical acceptability (pass/fail) as the primary factor, significantly more important than price. The Government will award one contract to the lowest-priced technically acceptable offer. Quotations and samples must be submitted via email to Ignacio J. Cordova at ignacio.j.cordova2.civ@army.mil. Four amendments have been posted as of October 22, refining specifications, drawings, and RFI responses.
