About this file
This is Amendment 0003 to Solicitation W911SD27QA002, issued by the U.S. Army Mission and Installation Contracting Command - West Point on October 15, 2026, with an effective date of October 21, 2026. The amendment addresses a cadet sword procurement requirement for the United States Military Academy at West Point. The contracting officer is Kymberly Aviles, and inquiries should be directed to Ignacio Cordova at 520-687-8204 or ignacio.j.cordova2.civ@army.mil. The amendment is not extended, and offerors must acknowledge receipt prior to the solicitation deadline of October 30, 2026 (12:00 PM ET), with this date specified as firm and non-extendable.
The amendment incorporates three substantive changes: posting of additional reference photos on SAM.gov (for reference only; offerors must adhere to specifications and drawings), upload of RFI Questions and Answers Batch #1 addressing design specifications, and re-upload of Diagram 2-1-846. Key clarifications from the Q&A include confirmation that the eagle head cross guard must match stylized feather details in drawings 2-4 and 2-5; pommel finish should be bright polish per specification (not matte); the cover should be West Point Gray (Pantone Cool Gray 5 C), not Pantone 286 blue; the firm delivery date is April 12, 2027 for the base year with December 4 as the end of each performance period for option years; individual boxing of swords is not required; unique item identification (IUID) marking applies to every sword; duty-free entry certificates will be provided for qualifying-country end products; sample swords must be submitted by October 30, 2026 and will be retained by the government with shipping costs borne by the contractor; and all samples, RFI responses, and full delivery dates are firm and will not be extended. The product service code is 8465. All other terms and conditions of the original solicitation remain unchanged and in full force and effect.

RFI questions and answers Batch 1
1. Design changes. Please identify all features that differ from the previously delivered sword, so our sample reflects the new design. In particular:
Answer: Design Changes have not been tracked by the government in this design process.
Change tracking is not required and the govt believes the provided information is sufficient
a. Eagle head (cross guard): the photos show a feathered head. Is a feathered eagle head required?
Answer: Eagle Head on cross guard must be per details 2-4 and 2-5 in the drawings, which show stylized feathers, and consistent with photos on pages 4 and 5 on the attachment "W911SD-27-Q- A002 Purchase Description PHOTOS Saber Sowrds.pdf"
b. Pommel top: the photos appear to show a matte finish, while paragraphs 3.4.2.2.1 and 3.4.2.2.3 call for a bright polish with clear lacquer. Which finish is required?
Answer: Pommel finish should match cross-guard finish. Bright finish per the spec is required - the matte finish seen in the photos is likely due to the lacquer dulling over time, as the photos are of a sword from West Point's museum collection.
c. Are there other changes to the cross guard, oval insignia, grip, scabbard fittings or blade etch that are not shown in the photos?
Answer-- Design Changes have not been tracked by the government in this design process.
Change tracking is not required and the govt believes the provided information is sufficient
W911SD27QA0020003
2. Reference sword and photos. Paragraph 3.2 requires a match to the standard sample, and paragraph 6.4 refers offerors to the contracting activity. To confirm, the sword in the photos is the standard sample - yes? Could you provide photos of the complete sword (full hilt, scabbard fittings and blade etch on both sides), or arrange a viewing (Teams/FT)?
Answer: Finishes should be per the specification. The sword shown in the photos is meant to serve as an example
3. Drawings. Are you able to provide the current revisions for the 2026 design?
Answer: Drawings can be found on SAM.gov, please see attachments section
4. Cover. Please confirm that the cover is Pantone 286 blue (paragraph 3.6.5.1). The previous covers were grey.
Answer: Thank you for your close read. The covers should in fact be West Point Gray, Pantone Cool Gray 5 C
5. Delivery: The schedule shows a firm delivery date of April 12, 2027, but Section F shows December 4, 2027. Please confirm that April 12, 2027 is the required date.
Answer: Delivery Date is April 12 and for every subsequent year, Dec 04 is the end of each period of performance.
6. Options: The price schedule has a base year plus two option years, while clause 52.217-9 references a base year plus four option years. We will price 2 years as mentioned in email traffic.
Answer: reviewed and revised accordingly
7. Bid sample, first article, and tooling for the new design. manufactures its casting dies using a combination of lost-wax and CNC tooling. This process takes longer and costs more than sand-cast tooling, but it produces the fine detail and crisp definition the Academy has come to expect in the eagle, the oval insignia and the grip. The quality of this method can be seen in the swords delivered to USMA under contracts W911SD18P0167 and W911SD21P0041.
Answer: Noted. High-quality manufacturing of the sword and all associated elements is required.
We understand that time is of the essence. Once the Government clarifies every change to the sword-part details, will begin making new die tools immediately, at its own expense and at no risk to the Government. Precision tooling for the new design may not be finished before the October 30 sample deadline or the planned award date. We therefore request clarification on the following:
a. Transition sample. May offerors submit, by October 30, a sample of the current production sword (or a sample with hand-finished details representing the new design) to demonstrate manufacturing quality, followed by a final sample from the new production tooling as the first article?
Answer: All samples MUST be received by the Government on or before, NO LATER THAN the close of the solicitation, NO EXEPCTIONS.
b. Notice to proceed. If awarded, can the notice to proceed be issued without waiting for first article approval of the redesigned parts? That would let production start right away on the components that are not changing (blades, scabbards and unchanged castings) while the new tooling is completed, which protects the April 12, 2027 delivery date.
Answer: When a contract has been awarded
c. First article timing. How many days after award is the first article due, and how long will the Government take to review it?
Answer: Will be determined and noted in award for first article submission
8. Packaging: Is individual boxing required for each sword, or may swords ship in bulk cartons (for example, 25-50 per carton)?
Answer: Is individual boxing is NOT required for each sword
9. IUID (DFARS 252.211-7003): Does unique item identification marking apply to every sword or only the first article? We have found this requirement difficult during our invoicing processing within the WAWF system.
Answer: Yes
10. Duty-free entry: Will the Government provide duty-free entry certificates for qualifying-country (Germany) end products, or should quotes include import duties? We often coordinate customs-free letters and it has proven successful with our other military academy contracts. We will propose this in our response but wanted to bring it up now for your consideration.
Answer: Yes
11. Delivery date: Section B states a "Firm Delivery Date: April 12, 2027" for CLIN 0001, while the Section F delivery schedule states delivery "On Or Before 04 Dec 2027." Which date governs CLIN 0001, and what are the corresponding governing dates for option CLINs 1001 and 2001?
Answer -- Delivery Date is April 12 and for every subsequent year, Dec 04 is the end of each period of performance.
12. Please provide copies of Drawings 2-1-843, 2-1-844, 2-1-845, and 2-1-846 referenced in Purchase Description WP-PD-26-02, which states copies are available through the contracting activity.
Answer --Drawings can be found on SAM.gov, please see attachments section.
13. Will the sample Cadet Sword submitted with the quotation be returned to the offeror after evaluation, and is shipment of the sample at the offeror's expense?
Answer--If an offeror is requesting a return of their submitted sample sword, the offeror will be responsible for the cost associated. The offeror is responsible to provide a return box and Pre-Paid Courier return Label.
14. Section L states the first article is due "XX days after contract is awarded." How many days after award will the first article be due?
Answer-- Will be determined and noted in award for first article submission.
15. Drawings 2-1-843, 2-1-844, 2-1-845, and 2-1-846. WP-PD-26-02 (S)2.2.2 states copies are available through the contracting activity, but they are not among the SAM attachments. How should offerors obtain the drawings (and any standard sample access under PD (S)6.4) in time to build the required sample?
Answer-- Drawings can be found on SAM.gov, please see attachments section
16. Delivery date conflict. Section B and Section L state a firm delivery of April 12, 2027 (and Apr 12, 2028 / 2029 for options). Section F lists Delivery Date 04 Dec 2027 for the base CLINs, and Dec 2028 for both Option Year 1 and Option Year 2. Which dates govern for quote and performance?
Answer: Delivery Date is April 12 and for every subsequent year, Dec 04 is the end of each period of performance.
17. Sample logistics. Confirm that one complete sample (sword + scabbard + cover) must physically arrive at 681 Rogers Place, Room 100, West Point, NY 10996-1514 by 12:00 PM ET on October 30, 2026; any preferred carrier/gate instructions; and whether the sample is returned, retained, or may be credited toward the first article / production quantity if awarded.
Answer: All offerors interested in submitting a quote for this requirement must submit one sample Cadet Swords in accordance with specifications.
