About this opportunity
The Department of Transportation's Federal Aviation Administration is procuring and upgrading ASR-9 centrifugal blowers to support 134 field radar sites nationwide. The solicitation requires contractors to furnish 100 H03 Exhaust Blowers (model K3BB58-3) and 100 H01 Centrifugal Blowers (model K3BB58-2), which must be shipped to Electro Mechanex LLC for comprehensive refurbishment including dismantling, electrical testing, dynamic balancing, bearing upgrades, and repainting. The upgrade process addresses reliability issues in current blower systems that provide critical airflow and cooling for radar cabinet components. Production unit delivery must commence no later than 300 days after order receipt, with final delivery required by April 30, 2026. The solicitation has been extended twice, with the current proposal due date of August 21, 2025 at 12:00 PM Central Time, and contractors must comply with stringent packaging, preservation, and electrostatic discharge protection requirements.
This procurement is designated as a total small business set-aside under NAICS code 334419 (Other Electronic Component Manufacturing), ensuring opportunities are reserved exclusively for qualifying small businesses. The contract structure anticipates a firm fixed-price arrangement, though specific award values or budget ranges are not disclosed in the available documentation. The scope involves procuring 200 total blower units that will undergo extensive refurbishment including dynamic balancing to G2.5 grade standards, premium bearing upgrades, specialized lubricant application, and comprehensive mechanical and electrical testing. Performance will occur primarily in Oklahoma City, Oklahoma, with the upgraded blowers ultimately supporting the FAA's nationwide ASR-9 radar infrastructure. The solicitation incorporates multiple federal compliance requirements including recent Executive Orders from January 2025 and various telecommunications equipment restrictions to ensure supply chain security.
