About this file
This Statement of Work (SOW) details the procurement and upgrade of ASR-9 Exhaust and Centrifugal Blowers for the FAA's Radar Technical Program Support Group. The contract requires the procurement of 100 H03 Exhaust Blowers and 100 H01 Centrifugal Blowers, which will be shipped to Electro Mechanex LLC for comprehensive refurbishment. The upgrade process includes detailed technical modifications such as dismantling and cleaning components, testing electrical and mechanical properties, dynamically balancing rotors, upgrading bearings, applying specialized lubricants, and repainting the equipment.
The SOW specifies that production unit delivery must commence no later than 300 days after order receipt, with the goal of addressing reliability issues in the current blower systems supporting 134 ASR-9 field radar sites. The blowers are critical for airflow and cooling in various radar cabinet components, and the upgrades aim to improve performance, reduce vibration, and enhance overall system reliability. The procurement is being conducted by the Department of Transportation's Federal Aviation Administration Franchise Acquisition Services, with the solicitation number 6973GH-25-Q-00157.

STATEMENT OF WORK
Procurement and Upgrade of
ASR-9 Exhaust & Centrifugal Blowers P/N 645A690H01 & 645A690H03
1. BACKGROUND
Radar Technical Program Support Group, AJW-L910, currently provides logistics support to 134 ASR-9 field radar sites. Within the Transmitter, Receiver, and Weather/SCIP Cabinets are two variants of centrifugal blowers that support the airflow and cooling requirements for each cabinet. The Transmitter Cabinet is entirely air cooled and houses two exhaust fans (645A690H03). As part of the Plenum Assembly, the Receiver and Weather/SCIP Cabinets contain three centrifugal blowers (645A690H01) each and the RMS Cabinet contains two more blowers (645A690H01). These blowers direct air across critical components prone to overheating, essential for the operation of the radar. Over the lifetime of the system, the reliability and performance of these blowers has not met the ASR-9 requirements resulting in an increase in the number of times a site must replace a blower, leading to a loss of redundancy or an unplanned system outage. To address the reliability concerns for these blowers, AJW-L900 and AJW-1434 began reviewing refurbishment for the Kooltronics Blowers.
This Statement of Work describes the procurement of Centrifugal Blowers NSN 4140-01-312-6963 (H01) and NSN 4140-01-312-6964 (H03).
2. SCOPE OF WORK
The contractor must furnish all labor, facilities, equipment, and materials to procure and upgrade the Kooltronics Blowers for the FAA as outlined in each section that follows. The specific quantities of units include the following:
1. One Hundred (100) H03 Exhaust Blowers - K3BB58-3
2. One Hundred (100) H01 Centrifugal Blowers - K3BB58-2
3. Ship Blowers to Electro Mechanex LLC to perform the following updates:
a. Dismantle, Clean Parts & Inspect all components.
b. Check Windings for condition and integrity (Resistance, Hi-Pot, Surge Comparison Inductance testing &
Ground Capacitance).
c. Measure all Mechanical fits and record the dimensions.
d. Dynamically Balance Rotor/Blower to a balance quality grade G2.5 (ISO 1940-1), for reduced vibration during operation.
e. Bore & Sleeve DE/NDE Endbell to Mfg specifications.
f. Fit Bearings in accordance with ABMA fitting procedures.
g. Clean and Bake Windings with fresh BMG Polyurea EM lubricant.
h. Assemble Motor and Test run at full rated voltage at 60HZ for full output speed.
i. Record and Document All Electrical and Mechanical test measurements.
j. Spray Paint the Motor Machinery Gray.
k. Re-machine motor end bearing cups; adding steel sleeves and precisely locating center to reduce electromagnetic force (EMF) imbalance.
l. Bearing Upgrade: Premium NTN Sealed Ball Bearing C3
m. Install high temperature, bearing thrust washers.
n. Bearing lubricant (BMG Gen 2 Polyurea Motor Grease) rated for temperatures above 200°F
o. Blowers dynamically balanced to a G2.5 grade.
p. Add grommets to the mounting holes on the flange.
