About this opportunity
The National Institute of Standards and Technology seeks architectural and engineering services for Mechanical, Electrical, and Plumbing (MEP) design and construction support at NIST facilities, with proposals due June 10, 2026 and questions due May 18, 2026. This is a 100% small business set-aside. An SF-30 amendment issued May 20 extended the original May 28 deadline to June 10.
NIST intends to award up to three Indefinite Delivery/Indefinite Quantity (IDIQ) contracts with a combined ceiling of $9.8 million over one base year plus four one-year ordering periods. Individual task orders range from $75,000 to $5 million, with a guaranteed minimum of $5,000 per awarded contractor. Place of performance is Gaithersburg, Maryland and Montgomery County, Maryland. The NAICS code is 541330 (Engineering Services) with a $25.5 million small business size standard.
Firms must be registered or licensed as architectural or engineering practices in Maryland and demonstrate capacity to perform a minimum of 50% of required work with in-house staff. Distinctive requirements include specialized laboratory renovation experience (minimum 2,000 SF) with advanced MEP systems, utility modifications, hazardous material assessments, and construction-phase commissioning support. All A/E work must use AUTODESK AUTOCAD 2025 or the latest version per U.S. Army Corps of Engineers standards. Key personnel include a Project Manager, Senior Mechanical (HVAC) Engineer, Senior Electrical Engineer, and Senior Plumbing/Piping Engineer; Program of Requirements task orders require Design-Build Institute of America (DBIA) Associate certification for key personnel. Subcontracting is limited to 50% of contract value for non-similarly situated entities.
Phase One evaluation is based on specialized laboratory design experience (go/no-go), professional qualifications, capacity to accomplish work, past performance, and firm location within 52 miles of NIST Gaithersburg campus (preferred as tiebreaker). Only the most highly qualified firms advance to Phase Two for fee proposal submission, with negotiations following the Brooks Act selection procedures.
