About this opportunity
The National Institute of Standards and Technology (NIST) is seeking Mechanical/Electrical/Plumbing (MEP) Architectural & Engineering (AE) services for planning, evaluation, design, and engineering work supporting the maintenance, modification, and improvement of specialized facility systems across its Gaithersburg, Maryland campus and other Montgomery County facilities. The contract will be structured as a Multiple Award Indefinite Delivery/Indefinite Quantity (IDIQ) agreement, with the government potentially awarding up to three offerors, though it reserves the right to award fewer or additional contractors. Key qualifications include a requirement for licensed Project Managers and Senior Engineers (Mechanical/HVAC, Electrical, and Plumbing/Piping), all of whom must be distinguished in their respective fields; Design-Build projects additionally require Design-Build Institute of America (DBIA) Associate certification. Offerors must submit Standard Form 330 for qualification evaluation and comply with comprehensive security requirements including HSPD-12 compliance and background investigations. A question and answer period will be provided once the final solicitation is issued, as inquiries to this pre-solicitation notice will not be answered.
This procurement is designated as a Total Small Business set-aside under NAICS code 541330 (Engineering Services) with a size standard of $25,500,000. The contract will cover NIST's 52-building R&D facility located on a 578-acre campus, and the statement of work indicates typical construction project values ranging from $75,000 to $5,000,000 per task order. The contract structure consists of one base year plus four one-year ordering periods, with specific work requirements to be awarded via firm fixed price task orders competed among all IDIQ awardees in accordance with FAR 16.5. Key personnel must provide monthly progress reports, attend design and construction meetings, and maintain compliance with NIST security protocols, safety requirements including Activity Hazard Analysis documentation, and all associated costs for document resubmittals. Payment terms are Net 30 days upon receipt and acceptance of proper invoices, with NIST retaining ownership of all CAD files, BIM models, calculations, and facility data generated under the contract.
