About this opportunity

The Defense Logistics Agency is soliciting spares for the U.S. Army's VAMPIRE Stalker weapon systems on a sole-source basis to L3Harris ForceX, Inc., with proposals due November 30, 2026 at 4:00 p.m. Central Standard Time. No set-aside is used. DLA is placing the requirement on existing Subsumable Contract SPRRA2-25-D-0007 for the Portfolio Acquisition Executive FIRES Integrated Fires Mission Command Project Office, which is the customer organization.

The Letter Request for Proposal requires L3Harris ForceX, Inc. (CAGE 3XJB9, Large Business) to indicate its intent to respond within five business days of receipt. Pricing is firm-fixed, with best price and quantity breaks on the spares listed in Attachment 0001, and proposals must remain valid for a minimum of 180 days. Per the attachment's derived summary, the schedule includes 40 EchoShield Radar systems and 10 D90 Boreas INS units, with major-assembly pallet quantities of 4 to 7 units and circuit breaker kits provisioned at approximately one kit per ten systems. The source does not state a place of performance, award value, or evaluation criteria.

Cost submission requires one summary schedule with fully supportable cost data compliant with FAR 15.408 Table 15-2, an unsanitized Excel cost breakdown with working formulas, and indirect rate documentation through FPRAs, FPRRs, or FPRPs with DCAA or DCMA. Offerors must identify key business unit personnel and known DCMA/DCAA points of contact, address organizational conflicts of interest, and confirm compliance with covered telecommunications equipment restrictions and export control requirements. If subcontracting exceeds 70 percent of total cost, offerors must describe value-added services provided. ProPricer users must submit the original unedited Excel file with P-Sheet, Direct Rates, Indirect Rates, CERS, and CER Factors tabs. The notice is coded NAICS 541715 and PSC 1440.
