About this opportunity
The Naval Surface Warfare Center, Crane Division, under the Department of the Navy Naval Sea Systems Command, has issued a sole source special notice for supplies and services supporting the AN/ALQ-249 Next Generation Jammer – Mid Band (NGJ-MB) system. The notice, posted on May 12, 2025, indicates the government's intent to negotiate exclusively with Raytheon Company under FAR 6.302-1(a)(2) authority. The procurement involves a Basic Ordering Agreement (BOA) with an estimated ceiling of $99,530,000 over a five-year performance period. The justification for sole source procurement is based on Raytheon's unique knowledge and expertise, with utilizing another source potentially resulting in significant cost duplication and schedule delays. The anticipated BOA issuance date is December 2025, with work primarily performed at the contractor facility but potentially including engineering services at both domestic and overseas locations.
The purpose of this special notice is to inform the contracting community of the government's sole source intent while providing an opportunity for other sources to submit capability statements by the July 10, 2025 due date. Contractors must be properly registered in the System for Award Management (SAM) database to participate, and capability statements will be considered solely to determine whether competitive procurement should be conducted. The government retains full discretion in deciding whether to compete the contract based on responses received. Individual job orders under the BOA will specify required tasks and delivery terms, with periodic reviews conducted by NSWC Crane. While a formal solicitation will not be posted to SAM.gov, all responsible sources are encouraged to demonstrate their capabilities, though the determination to proceed with sole source procurement remains at the government's discretion.

N00164-26-G-WS84 – SOLE SOURCE – Supplies and Services for AN/ALQ-249 Next Generation Jammer – Mid Band (NGJ-MB), PSC: J016, NAICS 334511
Issue Date: 12 May 2025 Closing Date: 27 May 2025 - 10:00 AM ET
ITEM DESCRIPTION – Naval Surface Warfare Center, Crane Division, has a requirement for the procurement of supplies and services in support of the AN/ALQ-249 Next Generation Jammer – Midband (NGJ-MB) System.
The proposed contract action is for the supplies or services for which the Government intends to solicit and negotiate with one source, Raytheon Company, 2000 East El Segundo Blvd., El Segundo, CA 90245-4501, under the authority of FAR 6.302-1(a)(2). The requirement is being solicited on a sole source basis because no source other than Raytheon currently has the requisite knowledge and expertise to satisfy the agency’s requirements. Utilizing another source would result in significant duplication of costs and schedule delays.
The proposed procurement is under the North American Industry Classification System code (NAICS) 334511 – Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing. The anticipated ceiling maximum of the BOA is estimated to be $99,530,000. The period of performance of the BOA is expected to be five years. The primary place of performance will be at the contractor facility; however, it is possible that engineering or technical services could be performed at both CONUS and OCONUS locations. Periodic review and synopsis of the BOA Job Orders will be performed by NSWC Crane. Individual Job Orders will specify required tasks and all applicable delivery terms and conditions. It is anticipated that the proposed BOA will be issued December 2025.
A formal solicitation will not be posted to the SAM.gov website. All responsible sources may submit a capability statement, which shall be considered by the agency. However, a determination by the Government not to compete this proposed contract based upon responses to this solicitation is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
Contractors must be properly registered in the Government System for Award Management database (SAM). Contractors may obtain information on SAM registration and annual confirmation of requirements by calling 1-866-606-8220, or via the internet at www.sam.gov.
