About this opportunity
The Naval Sea Systems Command has awarded a sole-source Basic Ordering Agreement to Raytheon Company for supplies and services associated with the AN/ALQ-249 Next Generation Jammer – Midband (NGJ-MB) System, with a BOA ceiling of $100 million.
The justification, citing 10 U.S.C. 3204(a)(1), rests on Raytheon's status as the Original Equipment Manufacturer with exclusive knowledge of NGJ-MB hardware and software. The Navy previously conducted competitive procurements for technical maturation and technology demonstration phases, ultimately selecting Raytheon as the most cost-effective source for the Engineering & Manufacturing Development phase. Sole-source continuation is justified by the substantial cost and schedule impact of qualifying an alternative source, unavailability of a validated Technical Data Package until a future date, limited data rights restrictions on portions of technical documentation, and the considerable time required for certification testing of an alternative system. A sources sought notice issued February 24, 2025 and closed March 12, 2025, generating one response; the contracting officer determined the question fell outside scope and performed no additional market research.
Supplies comprise approximately 12 percent of the BOA value and include Weapon Replaceable Assemblies, Shop Replaceable Assemblies, sub-assemblies, components, and test equipment. Services comprise approximately 88 percent and include engineering and technical support, logistics support, repairs, system and subsystem integration, training, and product improvements. Estimated requirements across Fiscal Years 26–31 total $100 million. The authority to act under this CJ&A expires December 3, 2030, with annual reviews before each anniversary. The contracting officer determined the anticipated cost fair and reasonable. Place of performance is El Segundo, California.
