About this opportunity
NAVSUP Fleet Logistics Center Norfolk, Groton Office intends to award a sole source firm fixed price contract to Elsevier Inc. for a Digital Commons Platform subscription to the Naval War College, with a challenge deadline of July 8, 2026. The procurement is justified under FAR 6.302-1 on the grounds that Elsevier owns proprietary data essential to the solution, no authorized resellers exist, and no other known systems on the open market meet the government's needs. The Naval War College requires the platform to serve as an institutional repository for collecting, preserving, and disseminating digital copies of its intellectual output, including working papers, published articles, conference papers, presentations, and the Naval War College Review. Market research conducted against UNICOR, AbilityOne, and GSA sources yielded negative results. The contract covers a one-year base period from August 18, 2026 through August 17, 2027, with four one-year option periods extending through August 17, 2031. Performance occurs at the Naval War College in Newport, Rhode Island. Any written challenges to this sole source determination must be sent to casey.l.mayer.civ@us.navy.mil and must include information demonstrating that an equivalent supply exists meeting the government's stated needs. The government reserves discretion to compete the requirement based on responses received.
