About this file

This is a Justification for Sole Source procurement document for the Naval War College's institutional repository and publishing platform.

The procurement (N0012426PR08191) seeks a five-year Digital Commons platform subscription from Elsevier Inc., the original manufacturer, under simplified procedures for purchases up to the simplified acquisition threshold. The contract includes a base year (08/18/2026 – 08/17/2027) and four option years extending through 08/17/2031, with pricing redacted in the document. The Naval War College requires this platform to serve as an institutional repository for collecting, preserving, and disseminating digital copies of its intellectual output, including working papers, published articles, conference papers, presentations, and other scholarly works. The platform will provide proper archiving, meta-tagging, and search functionality while integrating with the college's new website. Currently, the War College lacks such a repository and relies on antiquated publishing processes. The justification establishes that competition is precluded because Elsevier Inc. owns and maintains proprietary data essential to the solution, no authorized resellers or subsidiaries exist to provide the software, and no other known systems on the open market meet the government's needs. Market research conducted against mandatory sources (UNICOR, AbilityOne, and GSA) yielded negative results. BePress Digital Commons is identified as the only solution capable of hosting the War College's existing content, including International Law Studies, MOC Warfighter, and the Naval War College Review, with discontinuation being detrimental to the college's accreditation and mission.

.101 and 3.104

An institutional repository is an archive for collecting, preserving and disseminating digital copies of the intellectual output of an institution, with an aim to preserve and provide access to that research. It is an excellent platform for working papers or copies of published articles and conference papers, in addition to presentations and other works not published elsewhere. The Naval War College (NWC) does not currently have an institutional repository or publishing platform for our intellectual assets. Rather, we employ an antiquated and laborious process for publishing scholarly products that does not allow for proper archiving, meta tagging, or search functionality. The U.S. NWC Digital Commons is an institutional repository digital-commons.usnwc.edu built on the BePress platform. Digital Commons is the only solution that solves this problem and will be fully integrated with the new college website. The U.S. Naval War College maintains this website to enhance public access to its research and educational resources. BePress Digital Commons currently hosts International Law Studies, MOC Warfighter, as well as the Naval War College Review; to discontinue hosting would be detrimental to the execution of the mission of dissemination of legal scholarship relevant to U.S. military operations and War College accreditation.

A patent, copyright or proprietary data limits competition.

The proprietary data is owned and maintained by Elsevier Inc. There are currently no authorized resellers or subsidiaries capable of providing the requested software. There are no other known systems available on the open market that meet the needs of the government.
