About this opportunity
The Defense Health Agency has published a Notice of Intent to Sole Source a purchase order contract for medical gas and dry ice supply services to four U.S. Naval facilities in the Puget Sound region of Washington State. The contract is being awarded to Pulmedix Inc., a Service-Disabled Veteran-Owned Small Business (SDVOSB) located in Orange, California, under FAR 13.501(a) sole source acquisition authority. The requirement falls under NAICS code 325120 (Industrial Gas Manufacturing) and PSC 6835 (Medical Gases). This special notice provides interested vendors an opportunity to challenge the sole source determination if they believe they can meet the specialized requirements.
The primary objective of this Notice of Intent is to supply compressed medical air, oxygen, carbon dioxide, nitrogen, nitrous oxide, helium, lung diffusion mixtures, liquid oxygen, dry ice, and propane to Naval Hospital Bremerton, Everett Branch Health Clinic, Bangor Puget Sound, and Naval Shipyard Clinic (PSNS) through a base ordering period from February 16, 2026 through September 30, 2026, with four optional one-year renewals extending through 2030. Interested vendors must submit capability statements (maximum 8.5" x 11" pages with 10-point font minimum) demonstrating their ability to provide required services locally no later than 10:00 a.m. Pacific Time on Tuesday, February 3, 2026, to the contracting officer at chaon.p.gordon2.civ@health.mil. Eligible contractors must be able to meet specialized requirements including weekly dry ice delivery and bulk oxygen refill services. Only capability statements submitted in writing by the deadline will be accepted; telephone requests and offers will not be considered. The SDVOSB set-aside authority limits this opportunity to Service-Disabled Veteran-Owned Small Businesses that can demonstrate the capacity to fulfill the medical gas and dry ice requirements for these four naval facilities.
