About this opportunity
The Department of Veterans Affairs Veterans Health Administration, Veterans Integrated Service Network 1 (through the VA North Eastern Consortia) is conducting market research to identify qualified vendors capable of providing a comprehensive software tracking solution for biological and non-biological implantable items across VISNS 1, 2, 4, and 5. The procured solution must include software licensing, hardware peripheral devices, training, supplies, and labor to efficiently track inventory, manage par levels, and monitor product usage across multiple VA medical facilities. Key requirements mandate that the solution comply with FDA guidelines and regulations, integrate with Cerner electronic health record systems, support RFID technology, and provide perpetual licensing for unlimited VA workstations. Vendors must submit a 2-5 page Capability Statement by November 3, 2025 at 2:30 PM EST to Pearl Wray, addressing manufacturing country, delivery lead times, warranty information, and confirmation of meeting specified software and hardware requirements. The anticipated NAICS code is 513210 (Software Publishers) with a $47 million size standard, and all interested parties must be registered in the System for Award Management (SAM) by the time of award.
This pre-solicitation does not utilize any set-aside designations, though SDVOSB and VOSB firms are eligible if certified by the Center for Veteran Enterprise. The incumbent contractor is LPIT Solutions Inc., which currently performs tracking services under BPA Number 36C24121A0054 using their TrackCore Tracking Software Solutions Package, with the existing BPA expiring in August 2026. The government intends to establish a Firm Fixed Price Blanket Purchase Agreement with a 12-month base year and four 12-month option years for a total performance period of five years. The line item list encompasses 82 CLINs covering annual software licensing and maintenance fees across multiple VA medical facilities in Massachusetts, New York, Maryland, West Virginia, Pennsylvania, and Washington DC, along with hardware such as intelligent cabinets, refrigerators, freezers, RFID tags, and comprehensive training services. While this is a sources sought notice for market research purposes and not a formal request for proposal, it serves as an important indicator that the government anticipates releasing a full solicitation prior to the incumbent BPA's August 2026 expiration date.
