About this opportunity
The Bureau of Land Management Idaho, Owyhee Field Office seeks vegetation management services to mow fuel breaks along existing road systems in Owyhee County, with quotes due June 23, 2026 and questions due June 12. This is a total small business set-aside RFQ.
Work encompasses mowing on 1,132 acres south of Marsing and Murphy, Idaho and in the Reynolds area, with performance from September 12 through November 14, 2026. The contractor must furnish four-wheel drive rubber tire tractors with a minimum 90 horsepower, pull-behind rotary mowers capable of cutting a minimum 15-foot swath, and all labor and supporting equipment. Mowing creates a 400-foot buffer (200 feet on each side) from roadway edges, with vegetation cut to six inches from original ground surface. Anticipated productivity is 43.6 acres per day. The contractor must maintain an on-site English-fluent crew representative at all times, provide minimum 3-day advance notice before commencing or ceasing operations, and comply with fire prevention requirements including spark arresters and fire extinguishers. Acceptance requires 95% compliance with specifications verified through spot checks. All mobilization costs are incorporated into the per-acre unit price.
The BLM will award a firm fixed-price contract using lowest price technically acceptable source selection. Offerors must demonstrate technical capability and capacity in a maximum 5-page submission, provide relevant experience from at least two projects completed or ongoing within the past five years, and submit pricing. All offerors must be registered and active in SAM.gov at submission and award. Prevailing wage rates under DOL Wage Determination 1995-0228 apply, with rates ranging from $12.92 to $31.78 per hour depending on occupational classification, plus fringe benefits. NAICS code is 115310; PSC is F003. Quotes are submitted via email to David_farina@ios.doi.gov.
