About this opportunity

The United States Special Operations Command (SOCSOUTH) is seeking a contractor to identify, coordinate, and subcontract with South American marketing agencies to support media production and promotion of US government-sponsored events. The opportunity focuses on creating multimedia content across diverse channels including radio, television, billboards, flyers, and social media in countries like Colombia, Panama, Guyana, Honduras, and El Salvador. Key contract requirements include producing video footage, photography, digital media products, and radio spots with specific annual estimated quantities such as 30 two-minute videos, 30 event photo collections, 6 longer-form videos, and 60 social media posts. The agency is requesting interested US-based companies submit a capability statement demonstrating similar past experience, confirm whether they have an audited accounting system, and provide pricing information to help develop an independent government estimate. Responses are due by December 16, 2024, and should be sent to specific email addresses provided in the notice.

The pre-solicitation notice indicates no specific set-aside designation, suggesting the opportunity is open to all qualified contractors. The contract is expected to be an Indefinite Delivery/Indefinite Quantity (IDIQ) agreement, likely with a Time and Materials pricing structure. While specific contract value is not disclosed, the comprehensive media production scope suggests a potentially significant annual commitment. The estimated annual deliverables include 30 two-minute videos, coverage of 30 events with 15-20 professional images per event, 6 videos up to 10 minutes long, 30 digital billboards, 60 social media posts, and 30 radio spots up to 5 minutes each. An audited accounting system is strongly preferred, which may serve as an important qualification criterion for potential contractors. The agency is also seeking additional engagement through an MS Teams call to discuss pricing implications, indicating flexibility and openness in the procurement process.
