About this opportunity
The Department of Health and Human Services Office of the Assistant Secretary for Preparedness and Response seeks to procure 21 distinct FDA-approved pharmaceutical products for Strategic National Stockpile replenishment, with proposals due September 22, 2026, at 1:00 PM EST. This is a full and open competitive acquisition under FAR Parts 12 and 15 (Revolutionary FAR Overhaul framework), unrestricted and not set-aside for small businesses.
Place of performance includes up to nine SNS locations across the 48 contiguous states and Hawaii. The Government anticipates multiple awards on a firm fixed-price, FOB Destination basis. Products include dopamine hydrochloride injection, levophed, morphine sulfate, midazolam HCl, various antibiotics (amoxicillin, clindamycin, ciprofloxacin, gentamicin, doxycycline, penicillin G potassium, amoxicillin/clavulanate), intravenous solutions (lactated Ringer's, sodium chloride), oxycodone hydrochloride/acetaminophen, diazepam, potassium iodide, and others. Basic required quantities range from 90 units to 2,162,600 units per product; contractors may propose any combination but must propose the full basic required quantity for each offered item. The 12-month ordering period begins at contract award with an optional increase of up to 20 percent per contract line item at the awarded unit price.
Contractors must be an authorized manufacturer, distributor, or reseller with current FDA registration and DEA registration as applicable for controlled substances. All products must be delivered with no less than 90 percent of FDA-approved or manufacturer-labeled shelf life remaining at receipt. Delivery is monthly to F.O.B. Destination locations, in full cases on 48" x 40" heat-treated pallets not exceeding 60" height, with uniform lot numbers and matching expiration dates per pallet. Temperature-controlled storage (20–25 degrees Celsius) is required. NAICS code is 325412 (Pharmaceutical Preparation Manufacturing); size standard is 1,300 employees.
Proposals consist of two volumes: Volume I (Technical Capability and Past Performance, maximum 15 pages excluding attachments) and Volume II (Price/Business, no page limit). Evaluation weighs technical capability (most important), past performance (two projects within three years preceding the RFP release date demonstrating comparable scope, size, and complexity), and price (significantly less important). Offerors must demonstrate product compliance and supply/delivery capability. Questions were due September 15 at 11:00 AM EST. Amendment 3 extended the deadline from September 21 and provided Government responses to RFP questions with revised Attachment 3 incorporating column E. The contracting office is 2945 Flowers Road, Atlanta, GA 30341; the Contract Specialist is LaMonica Norwood at OSContracting@hhs.gov.
