About this opportunity

The Federal Aviation Administration, Eastern Acquisitions, College Park, Georgia, is soliciting snow removal services at Washington ARTCC in Leesburg, Virginia and Potomac TRACON/FAA Command Center in Warrenton, Virginia, with proposals due October 7. The procurement is an SDVOSB set-aside, limiting competition to service-disabled veteran-owned small businesses; non-certified SDVOSB companies are ineligible to submit as prime contractors. This is a firm fixed-price contract for a base period plus four one-year option periods spanning November 1, 2026 through October 31, 2031.

Place of performance encompasses both the Leesburg facility (825 Market Street) and Warrenton facility (3699 Macintosh Drive). The contractor must supply all materials, supplies, tools, and labor to clear sidewalks, parking lots, and roadways of ice and snow, with response times of one hour for sidewalks and two hours for parking lots and roadways following notification. Services run continuously November through April each year. Equipment must include snow blowers and shovels for sidewalks; for parking lots and roadways, 4-wheel-drive light-to-moderate snow plows with hydraulically operated blades and heavy snow equipment (dump or rack body trucks, 4-wheel drive, 2-ton minimum capacity). The contractor must mark curb lines at the Leesburg facility before the first snowfall and bears responsibility for all repair costs to concrete curbs and gutters. All contractor personnel must obtain valid U.S. government-issued picture IDs and register at security buildings; equipment arrival and departure times must be logged. Past performance requires three successful comparable projects within the prior five years. Questions are due October 1 at 12:00 p.m. EST; responses will be issued by amendment no later than October 5 at 10:00 a.m. EST. Three customer satisfaction surveys must be received by the proposal deadline. Evaluation criteria include past performance and price. All materials and supplies must comply with FAA statements of work and Department of Labor wage determinations.
