Statement of Work Summary: Snow Removal Services

This is a Statement of Work (SOW) for snow removal and salting services at two Federal Aviation Administration (FAA) facilities in the Washington District: Washington ARTCC in Leesburg, Virginia, and Potomac TRACON in Warrenton, Virginia. The contractor must provide all materials, equipment, supplies, and labor necessary to clear sidewalks, parking lots, and roadways of ice and snow. Services are required continuously from November 15 through March 31 each year, with response times of one hour for sidewalks and two hours for parking lots and roadways following notification by the CO/COR or Facility Point of Contact. Both facilities operate 24 hours per day, seven days per week, including holidays.

The contractor must maintain minimum equipment including snow blowers, shovels, brooms, brushes, and mechanical spreaders for sidewalk work. For parking lots and roadways, equipment must include light-to-moderate snow plows (4-wheel drive with hydraulically operated blades) and heavy snow equipment (dump or rack body trucks with 4-wheel drive and 2-ton minimum capacity). Salt must be provided by the contractor using appropriate ice-melt products and applied via mechanical spreader for sidewalks or rotary-type salt spreaders for parking lots and roadways—spreading by shovel is prohibited. Prior to the first snowfall, the contractor must mark curb lines at the Leesburg facility to prevent damage. The contractor is responsible for all repair costs to concrete curbs and gutters. All contractor personnel must obtain valid U.S. government-issued picture IDs and register at security buildings; equipment arrival and departure times must be logged. The government reserves the right to perform snow removal services independently without recourse to the contract if conditions warrant.
