About this file

This document is Amendment 0002 to a Federal Aviation Administration solicitation for snow removal services issued by the FAA Regional Acquisitions office in College Park, Georgia. The amendment responds to vendor questions regarding the solicitation for contract 697DCK-26-R-00029, with an effective date of September 17, 2026.

The solicitation is for snow removal services at two FAA facilities: the Washington District ZDC ARTCC in Leesburg, Virginia and the Potomac TRACON/ATCSCC in Warrenton, Virginia. The contract includes a base period plus four to six month options with a total period of performance from November 1, 2026 through April 30, 2031. The solicitation is restricted to Service-Disabled Veteran-Owned Small Businesses (SDVOSB) only; non-certified SDVOSB companies are ineligible to submit as prime contractors. Key clarifications in the amendment address billing methodology for "per occurrence" line items (defined as each callout for snow removal or sanding, with multiple occurrences possible within a 24-hour period), service coverage dates (November through April with spring cleanup in April), past performance requirements (three successful comparable projects within five years, with experience acceptable if the prime contractor held the contract regardless of subcontractor performance), and submission deadlines. Three third-party customer satisfaction surveys must be received by the proposal deadline. The amendment notes that scaled drawings of the service locations are not available and confirms that site visit windows have been extended.

The purpose of this amendment 0002 is to respond to submitted questions from vendors.

Response to Submitted Questions for Snow Removal

1. Page 1 shows the solicitation as “Unrestricted,” but page 22 includes an SDVOSB set-aside clause, and page 73 appears to require SDVOSB certification.

Response: This is for SDVOSB only. The unrestricted was a system error.

2. Can a company that is not a certified SDVOSB submit a bid as the prime contractor?

Response: No

3. For line items priced “per occurrence,” what is considered one occurrence? If one storm requires multiple visits, plowing passes, or deicing applications, including returning to address slick spots or refreezing, would those be considered one occurrence or separate billable occurrences?

Response : Per occurrence the number of times you are called out to the site for removing snow or sanding. More than one occurrence could happen within a 24 hr.

day.

4. For the three third-party customer satisfaction surveys, must all three be received by the proposal deadline, or is there a specific date by which the surveys must be submitted?

Response: Yes the deadline for the survey are the same as the proposal date.

5. Section M requires at least three successful comparable projects within five years.

May accurately attributed experience of proposed personnel employed by MMC be considered, or must all three projects have been performed by MMC as the contracting company? We have not established three qualifying MMC projects and will not attribute another company's work to MMC. We also noted the separate past-performance provision for an offeror without applicable history; does that change the minimum past-experience requirement?

Response: The contract of service must with the prime contractor with performance of the subcontractor. If the prime contractor was issued the contract to perform service the experience will be acceptable.

6. The notice says service is November-April, while SOW Part I(B) says November 15- March 31. Which coverage period and standby obligation should be priced? Please clarify the minimum truck-capacity wording in SOW Part II(E), including the light/moderate-snow 4-ton specification.

Response: The snow season may only last until March 31, but the spring cleanup will be in April.

7. We see the optional visit window ends today, September 24. If eligibility supports proceeding, is an additional optional appointment or a remote briefing available?

We have no confirmed visitor and are not registering someone through this inquiry.

Please provide measured sidewalk/road/parking areas or scaled drawings if available.

Response: The site visit was extended prior to posting the response. Scale drawing is not available.

8. Please confirm that the September 28, 2 p.m. question deadline and October 7, 3 p.m. proposal deadline mean Eastern local time. We understand proposals go only to this mailbox.

Response :The deadline for submittal can be found in block 8 of the solicitation.
