About this opportunity

The U.S. Coast Guard seeks snow removal and ice management services at the Coast Guard Academy in New London, Connecticut, with proposals due August 17, 2026 at 12:00 PM EST. The procurement is set aside 100% for small business, NAICS 561730, with a firm fixed-price structure.

Place of performance is New London, Connecticut. The contract covers a base year (September 15, 2026 through September 14, 2027) plus four one-year option periods extending through September 14, 2031. Services include seasonal readiness preparation (one flat fee), snow clearing on Academy roadways, parking lots, and driveways priced by event and accumulation depth (up to 6 inches or per inch over 6 inches, with estimated 8 visits and 30 inches annually), Cadet Memorial Field snow clearing using specialized equipment to prevent damage to the artificial turf surface (3 visits estimated, 20 inches over 6 inches estimated annually), and optional snow hauling by truckload as needed (10 truck loads estimated). The contractor must respond to mobilization calls within one hour, available 24/7 during the snow season, and complete operations within 12 hours of precipitation cessation. Critical timing includes Child Development Center clearance one hour before Academy opening (typically 6:30 a.m.) and Deshon Avenue Gate clearance 15 minutes before opening.

Prime contractors performing under small business set-aside must complete at least 50% of snow removal operations using prime-owned or controlled equipment and personnel, with 50% minimum equipment ownership. Subcontracting with similarly situated small-business firms counts toward this self-performance obligation. An on-site supervisor must be present during all operations; a Project Manager available 24/7 must respond to issues within two hours. The Government furnishes road salt; the contractor furnishes all other equipment and labor. Prevailing wage rates apply under Service Contract Labor Standards (Wage Determination 2015-4111, Connecticut New London County).

Proposals must include technical approach (limited to 15 pages), past performance documentation (minimum three relevant government or commercial contracts within five years), pricing via the provided Excel template, and a signed SF1449. Evaluation weighs technical approach and past performance equally as combined significantly more important than price. This is a recompete of incumbent contract 70Z05225PCCOD0085. Amendment 2 (August 17) clarified that CLINs 0002–0006 are optional, "as-needed" line items; CLIN 0001 (Seasonal Readiness Fee) is fully funded upon award for the base year and each option year if exercised. Invoicing is monthly via the Invoice Processing Platform with payment to USCG Finance Center in Chesapeake, Virginia.
