About this file

This is a Questions and Answers document addressing vendor inquiries regarding a snow removal contract procurement.

The document clarifies six key aspects of the solicitation. The 60% self-performance requirement referenced in PWS 3.6.2 will be measured by labor hours and evaluated on an event-by-event basis. Work performed by first-tier, similarly situated small-business subcontractors counts toward the prime contractor's self-performance obligation. The solicitation will be amended to incorporate FAR 52.219-14 and reduce the self-performance threshold to 50% to ensure legal alignment with FAR limitations on subcontracting for small-business set-asides. Regarding salt handling, the Government will provide road salt and can load it onto vendor machinery; alternatively, vendors may use their own equipment for loading operations. This is a recompete of an incumbent contract, identified by contract number 70Z05225PCCOD0085. The amendments and clarifications indicate this is a total small-business set-aside snow removal services contract with specific performance metrics tied to labor hours and per-event compliance measurement.

1. How the 60%(PWS 3.6.2) requirement will be measured, such as by labor hours, equipment hours, acreage serviced, contract value, or another method. See updated PWS 3.6.2 - Labor Hours

2. Whether compliance will be measured for each individual snow event or across the full performance period; Event

3. Whether a first-tier similarly situated small-business subcontractor may perform a majority of the field operations: Yes. In accordance with the forthcoming solicitation amendment adding FAR 52.219-14, work performed by first-tier, "similarly situated" small business subcontractors counts toward the Prime’s self-performance requirement. PWS Sections 3.6.2 and 3.6.3 will be amended to align with this standard.

4. How these PWS requirements are intended to interact with FAR 52.219-14 and the limitations on subcontracting applicable to a total small-business set-aside. The solicitation will be amended to incorporate FAR 52.219-14. PWS Sections 3.6.2 and

3.6.3 will be revised via amendment to lower the threshold to 50% to ensure full legal alignment with the FAR limitations on subcontracting.

5. The PWS states that the Government will provide road salt for use during contract performance. The vendor would like to confirm whether the Government will also provide equipment/machinery for loading the salt into the contractor’s salt spreader. Yes, but the government will load the salt onto vendor machinery. Or the vendor can use their own equipment for loading.

6. Is there any incumbent/recompete or this is a brand-new project: Yes, 70Z05225PCCOD0085
