The contractor must provide certified heavy equipment operators, CDL-licensed dump truck operators, on-site English-speaking supervisors available 24/7/365, and five dedicated tandem-axle dump trucks with minimum 10 cubic yards struck capacity. The 55th Civil Engineer Squadron performs all snow loading; the contractor is responsible only for hauling and offloading at the base dump site. Billing uses a firm-fixed-price tiered structure based on cumulative snow accumulation. Required insurance includes Workers' Compensation minimum $100,000, General Liability minimum $500,000, and Automobile Liability minimum $200,000 per person/$500,000 per occurrence. Chemical de-icing applications are prohibited; the contractor may use rubber tires only on all equipment.
