Statement of Work Summary: Snow Clearing & Hauling Services — Offutt Air Force Base

This Statement of Work (SOW) establishes mission-essential snow clearing and snow hauling services for Offutt Air Force Base under a Blanket Purchase Agreement (BPA) vehicle, effective November 1, 2026. The contractor must clear 1,014,497 combined square feet of designated paved parking areas and road access arteries, including 783,546 sq. ft. at the B1000 Complex and 230,951 sq. ft. at Capehart off-base parking lots, down to bare pavement (maximum 0.25 inches residual snow). Clearing operations must achieve a minimum rate of 150,000 sq. ft. per hour and comply with tiered priority timelines: Priority 1 areas within 4 hours, Priority 2 within 8 hours, Priority 3 within 12 hours, and Capehart within 18 hours of snowfall cessation. The contractor must mobilize full equipment and personnel within 2 hours of Government call-out and perform continuous clearing during active precipitation with intermediate clearing cycles every 3 inches of accumulation or every 6 hours, whichever occurs first. Contractor responsibilities include providing certified heavy equipment operators, CDL-licensed dump truck operators, on-site English-speaking supervisors available 24/7/365, and five dedicated tandem-axle dump trucks (minimum 10 cubic yards struck capacity). The 55th Civil Engineer Squadron performs all snow loading using government assets, with the contractor responsible only for hauling and offloading at the designated base dump site.

Billing utilizes a firm-fixed-price tiered structure based on cumulative snow accumulation certified by the Base Weather Flight: CLIN 0001 (Winter Readiness & Standby—monthly call at contractor's option), CLIN 0002-0006 (Clearing Tiers 1-5 for 0.5"-10.0" accumulation), CLIN 0007 (Snow Hauling Operations at fixed unit rate per 12-hour shift), and CLIN 0008 (Extreme Accumulation add-on for snowfall exceeding 10 inches, billed per 2-inch increment). The contractor must submit all personnel for security vetting by October 1 annually and provide comprehensive quality control plans within 30 days of award. Performance requirements include maintaining required insurance (Workers' Compensation minimum $100,000, General Liability minimum $500,000, Automobile Liability minimum $200,000 per person/$500,000 per occurrence), rubber tires only on all equipment, daily fluid/leak inspections, and full liability for any undocumented damage to government infrastructure. All equipment must operate with high-visibility amber safety lights, and the contractor is strictly prohibited from chemical de-icing applications, which remain exclusively under 55th Civil Engineer Squadron responsibility.

4.0 Equipment Specifications & Staging Protocols

4.1 Fleet Capability & Sizing

The Contractor is solely responsible for sizing, staging, fueling, and maintaining the heavy-machinery fleet required to achieve the contractual clearing rate ( ) and meet all phased completion milestones. All deployed machinery must operate safely under extreme winter conditions without damaging underlying base pavement, expansion joints, curbing, or lighting structures.

4.2 On-Base Equipment Staging Protocols

Staging of contractor heavy machinery, service trucks, and support equipment on base is contingent upon operational needs:

Government-Directed Locations: On-base staging locations are not permanent and will vary based on seasonal priorities, active flightline security postures, and specific guidance provided by the CO or COR.

Operational Rules: The Contractor shall only stage equipment in designated zones formally approved in writing by the CO or COR. Staging areas must be kept clean, orderly, and free of hazardous environmental contamination. The Government reserves

≥ 150, 000 sq. ft./hr the right to order the relocation of staged equipment at contractor expense if operational requirements dictate.

4.3 Hauling Vehicle Specifications

All dump trucks deployed under snow hauling operations (CLIN 0007) must strictly satisfy the following minimum engineering specifications:

Chassis & Axle Configuration: Must be commercial tandem-axle dump trucks (twin rear drive axles) engineered to navigate heavy snow pack, unpaved dump aprons, and steep grades under full gross vehicle weight. Single-axle trucks, pick-up dump conversions, or non-commercial trailers are strictly prohibited.

Volumetric Capacity: Each dump body must have a certified minimum struck capacity of 10.0 cubic yards (water-level struck load, excluding sideboards). Truck beds must be clean, structurally sound, and capable of handling dense, wet snow loaded by heavy 55

CES loaders without spillage.

Operational Readiness: All dump trucks must be equipped with functioning tailgate locks, heavy-duty hydraulic hoist systems capable of cold-weather dumping, and active safety backup alarms.

4.4 Tire Specifications & Restrictions

All machinery, front-end loaders, skid steers, motor graders, dump trucks, and support vehicles must be equipped with rubber tires only. Steel tire chains, studded tires, metal-cleated tracks, or non-rubber tracked equipment are strictly prohibited from operating on any Offutt AFB pavement.

4.5 Support & Safety Equipment

The Contractor must provide a designated on-site supervisory support vehicle. All active heavy machinery, dump trucks, and supervisory vehicles must operate with functional, high-intensity, flashing amber safety lights visible from 360 degrees whenever on government premises.

5.0 Personnel & Supervisory Requirements

5.1 Certified Operators & CDL Licensed Operators

The Contractor shall provide fully certified equipment operators and CDL Licensed Operators

(Commercial Driver's License Class A or Class B) qualified to operate the contractor's tandem-axle dump truck fleet and heavy machinery under severe winter conditions. All personnel must be fully trained, legally licensed, and vetted through base security prior to November 1 annually.

5.2 Contractor Site Supervisor

The Contractor shall assign a competent, on-site Site Supervisor who:

1. Is fully fluent in conversational and technical English.

2. Maintains 24/7/365 operational availability during any winter storm condition or declared weather watch.

3. Serves as the primary operational Point of Contact (POC) for the COR and CO.

4. Possesses full authority to reassign assets, conduct internal quality assurance gauge inspections, and direct contractor personnel.

6.0 Exclusions & Government Furnished Services

6.1 Chemical Application and De-Icing Exclusion

The Contractor is strictly prohibited from bringing, storing, handling, or applying sand, granular salt, magnesium chloride, calcium chloride, or chemical liquid de-icers on Offutt AFB.

De-icing operations are performed exclusively by the 55th Civil Engineer Squadron (55

CES).

The Contractor ’s explicit obligation is physical clearing down to bare pavement ( ) to allow 55 CES de-icing chemical treatments to bond effectively.

Failure to notify the COR immediately upon clearing completion compromises the chemical de-icing window and constitutes non-conformance.

6.2 Snow Loading Assets (Government-Furnished Loading)

Mechanical loading of piled snow into contractor-provided dump trucks shall be performed exclusively by 55 CES assets (government-operated front-end loaders and certified operators).

The Contractor is not required to provide heavy loading machinery for snow hauling operations under CLIN 0007.

The contractor's CDL Licensed Operators must coordinate directly with 55 CES equipment operators on-site to ensure safe, orderly spotting, positioning, and traffic flow during loading cycles.

6.3 Restricted Areas

Contractor personnel will not be granted access to, nor will they be required to enter, designated

USAF Controlled or Restricted Areas. All assigned footprints reside outside base security boundaries.

≤ 0.25"

7.0 Multi-Day Event Rules & Official Source of Truth

7.1 Single Snow Event Definition & Precipitation Cessation

A "Single Snow Event" is defined as a continuous period of measurable snowfall.

Initiation: The event officially commences when measurable accumulation (

) begins.

Cessation & Performance Clock Start: The performance timeline clock for all priority clearance zones begins strictly when accumulating snowfall ends. The event officially terminates when there is a documented pause in precipitation for greater than six (6.0) consecutive hours, as certified by the official meteorological data.

Precipitation Types: Non-accumulating precipitation (such as trace flurries, light freezing mist, or blowing snow without net accumulation) shall not delay or restart the performance clock once measurable snowfall accumulation has ceased.

Any recurring accumulating snowfall occurring within a pause of less than 6.0 hours shall be adjudicated and billed as a continuation of the same single event based upon cumulative total snow depth.

7.2 Official Meteorological Source of Truth

The Local Base Weather Flight (55th Operational Support Squadron Weather Flight) is the sole, final, and binding authority for determining:

1. Storm start and accumulating snowfall cessation timestamps.

2. Verified cumulative snow accumulation depth.

3. Applicable billing tiers under the BPA Call.

Contractor gauge readings, mobile phone weather applications, regional airport reports

(e.g., Eppley Airfield), or third-party commercial forecasts will not be accepted by the

Government.

Sensor Outage Protocol: Should Base Weather Flight sensors become inoperable, official accumulation depth will be determined via a joint physical gauge measurement executed on-site by the COR and Contractor Site Supervisor.

8.0 Quality Control, Surveillance & Performance Governance

The Contractor ’s performance will be continually evaluated by the COR. Failure to meet the established standards will result in documented non-conformance, mandatory re-performance, and administrative contractual remedies:

Continued failure to correct deficiencies or repeated non-performance may result in contract cure notices, unfavorable

CPARS ratings, suspension of future BPA Calls, or termination for cause.

9.0 Contract Line Item Number (CLIN) Structure & Billing Rules

9.1 Funding Constraints & Call Flow

No Automatic Fee: CLIN 0001 (Winter Readiness & Standby) cannot be billed as an automatic monthly fee. The Government will issue a dedicated monthly Standby BPA Call at the start of each month (November through April) to authorize the standby service if necessary. The Government reserves the right, at its sole discretion, to not issue the

Standby BPA Call if long-range forecasts and prevailing climate conditions indicate a low probability of snow events.

Firm-Fixed-Price Tiers: Hourly billing for standard snow clearing is strictly prohibited. All clearing operations must be billed under the FFP Tiered structures (CLIN 0002 through

CLIN 0006) plus the extreme accumulation mechanism (CLIN 0008). Final depth tiers will be adjusted post-event based strictly on the validated report from the Official
