About this opportunity
The Defense Logistics Agency Troop Support Clothing and Textiles is soliciting proposals for Snow Camouflage Parkas through an Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract under solicitation SPE1C1-24-R-0068. The parkas are military-grade garments intended for personnel use during bivouac, rest, and sentry activities in snow-covered conditions, manufactured according to specific military purchase description GL/PD 15-07A. The solicitation requires submission of a Product Demonstration Model (PDM) for evaluation, with offerors assessed on manufacturing operations, visual examination, and dimensional examination capabilities. Past performance will be evaluated based on recency, relevancy, and quality, with overall confidence ratings ranging from Substantial Confidence to No Confidence. The government will conduct a best value, trade-off source selection wherein non-cost factors are significantly more important than price. The proposal submission deadline has been extended to December 2, 2025, at 3:00 PM Eastern Time, with electronic submissions required through the DIBBS system and physical PDMs submitted separately.
The solicitation is structured with two separate set-asides: Lot 1 is reserved for Small Business concerns at 70 percent of the requirement, and Lot 2 is reserved for Service-Disabled Veteran-Owned Small Businesses at 30 percent of the requirement. The annual estimated quantities are 56,000 units for Lot 1 and 24,000 units for Lot 2, with maximum five-year quantities of 350,000 and 150,000 units respectively. The contract includes guaranteed minimum dollar values of $1,250,000 for Lot 1 and $550,000 for Lot 2. Delivery is expected within 180 days of contract award, and production must take place at the same facility where the PDM is manufactured. The place of performance is Philadelphia, Pennsylvania, USA, and the parkas will be available in multiple sizes (Small, Medium, Large, and X-Large) in both regular and long length options featuring a snow camouflage pattern with four distinct color zones.
