About this opportunity
Naval Sea Systems Command seeks commercial audio/visual equipment and storage systems for the Corporate Instructional Design Center at Naval Shipyards, with quotes due September 8, 2026. The procurement is a Total Small Business set-aside, firm fixed-price, on an all-or-none basis.
Place of performance is Portsmouth, Virginia 23704. The requirement comprises 26 line items including Canon cameras, Apple MacBook Pro laptops, SmallHD and Feelworld monitors, Sony and SanDisk memory cards, Samsung and OWC storage devices, Aputure lighting, support gear, cables, and batteries. All items must be delivered by October 30, 2026, to Norfolk Naval Shipyard, Building 276, Portsmouth, VA 23709-1001. This is a sole-source procurement under FAR 13.106-1(b)(ii) justified on compatibility grounds; introducing alternative brands would require expensive custom programming, disrupt staff proficiency, create redundant maintenance pipelines, and impose $55,480 in additional costs covering retraining (10 GS-13 personnel at 20 hours each), system re-engineering (400 hours), hardware adapters ($5,080), and testing and integration (400 hours). The CIDC currently owns inventory-specific lenses, batteries, and media incompatible with alternative equipment.
Offerors must be Original Equipment Manufacturers, authorized dealers, authorized distributors, or authorized resellers and must provide proof of authorization at offer submission. All items must be new OEM equipment; gray market items are prohibited. Offerors must maintain active SAM registration without exclusions, provide CAGE codes, delivery dates and lead times, pricing for all line items, and product information. Quotes must be valid for a minimum specified number of days. Evaluation is Lowest Price Technically Acceptable. Award is made to a single responsible offeror whose offer conforms to requirements and is most advantageous to the Government. WAWF is required for payment processing. NAICS 334310; PSC 5836. Questions are due within three days of release.
