About this opportunity

The U.S. Marine Corps, through Program Manager Tactical Communications & Electromagnetic Warfare Systems (PM TCE) under PAE MC, is seeking market research on Hardware-as-a-Service (HaaS) vendors for commercial-off-the-shelf tactical camera systems, lenses, and accessories supporting the Visual Information Acquisition System (VIAS) Family of Systems, with responses due December 4, 2026 at 1500 Eastern Time. No set-aside is used. The notice is RFI M67854-27-I-2002, issued under NAICS 532490.

The HaaS vendor would supply latest-generation equipment, manage the technology lifecycle, and execute a mandatory 36-month hardware refresh for all leased components under a multi-year "Evergreen" cycle. The cycle is staggered: Year 1 covers the camera systems refresh and Year 2 covers the tactical peripherals and accessories refresh.

Key requirements include Canon RF lens mount compatibility for all proposed camera systems, to use existing Government-owned optical lenses, and full Trade Agreements Act compliance for all hardware, including camera bodies, cinema cameras, lenses, media cards, and power accessories. Vendors must also demonstrate HaaS/DaaS experience with federal customers, kitting and staging for custom tactical systems, Supply Chain Risk Management, and cybersecurity compliance credentials.

The attached components list includes four Canon EOS C50 cinema cameras, four Canon EOS R5 Mark II bundles, four GoPro HERO13 Black cameras, four HP ZBook Fury G1i laptops, and four Buffalo Blu-ray writers, plus video, audio, storage, and accessory items. Vendors must provide a rough order of magnitude estimate for per-kit, per-year subscription costs for VIAS-Video and VIAS-Photo kits. No budget or award value is stated, and no incumbent is named.

Vendors must identify held government contract vehicles, such as NASA SEWP V, GSA MAS, or SeaPort-NxG, and specify business size under NAICS 532490. Submissions are limited to 15 pages in Word or PDF through DoD SAFE. Questions are due November 11, 2026 at 1300 Eastern Time to caroline.b.howard.civ@usmc.mil, and responses will be posted to SAM.gov. The RFI is for market research and planning only and does not constitute a solicitation or commitment by the Government.

Notice text

Program Acquisition Executive Marine Corps (PAE MC) Program Manager Tactical Communications & Electromagnetic Warfare Systems (PM TCE) is assessing industry’s capability to provide Commercial-Off-The-Shelf (COTS) tactical camera systems, lenses, and accessories under a Hardware-as-a-Service (HaaS) operating lease model.

The focus of this RFI is to find HAAS vendors to assist with establishing a sustainable, multi-year "Evergreen" technology refresh cycle for the Marine Corps' Visual Information Acquisition System (VIAS) Family of Systems (FoS). The HaaS vendor will be responsible for providing the latest-generation commercial equipment, managing the technology lifecycle, and executing a mandatory 36-month hardware refresh for all leased components. See component listing under Attachments section.

This RFI specifically seeks information from vendors experienced in leasing, COTS technology integration, tactical kitting, and lifecycle management for Department of War (DoW) customers.

See RFI Attachment for more information under Attachments section.
