About this opportunity
The Library of Congress is seeking a contractor to provide specialized braille and tactile graphic services for the National Library Service for the Blind and Print Disabled (NLS). The procurement includes transcribing documents into braille, producing eBraille (.brf) files, and embossing and binding documents to support approximately 25 new or revised publications annually. The contractor must demonstrate capability in both English and Spanish braille transcription, tactile graphics production, and document formatting according to strict NLS specifications. Evaluation will focus on technical samples including tactile graphics and braille documents, past performance references, and pricing proposals, with emphasis on technical capability and quality of deliverables. The solicitation has been amended twice, with the final proposal deadline extended to August 5, 2025, at 3:00 PM EDT, and includes the addition of a past performance questionnaire requirement.
This opportunity is structured as a single-award, five-year Indefinite Delivery/Indefinite Quantity (IDIQ) contract under FAR Part 13 simplified acquisition procedures, with no set-aside designation applied. The contract value ranges from a minimum order of $300 to a maximum ceiling of $250,000, keeping it at or below the simplified acquisition threshold. The contract period is scheduled to run from October 26, 2025, through October 25, 2030, enabling digital print publications available on the NLS public website to have corresponding hardcopy braille and .brf counterparts. Performance will occur in Washington, DC, supporting the Library's mission to provide accessible materials for visually impaired attendees at NLS conferences, meetings, and events. The procurement falls under NAICS code 561410 for Document Preparation Services and requires strict adherence to detailed technical specifications for braille production quality and formatting standards.
