About this opportunity

The Department of Agriculture Forest Service seeks fuels reduction and timber removal services for the Sleepy Dog Density Reduction Project on the San Juan National Forest's Columbine Ranger District in Colorado, with quotations due June 5. This is a total small business set-aside, and the procurement is restricted to companies approved under the Rocky Mountain Restoration Project (R2 RMRP) Blanket Purchase Agreement; the Government will not provide feedback to ineligible offerors.

Place of performance is Bayfield, Colorado, covering approximately 242 acres across five cutting units in La Plata County. Mandatory work includes cutting and removal of sawtimber-sized ponderosa pine trees (estimated 1,532 CCF) meeting specifications in Appendix B from the treatment area and treating resulting slash. Optional work involves processing and decking a minimum of 75 percent of topwood biomass (7.0" to 3.0" stem diameter) at Government-approved landings with deck heights not exceeding 5 feet. The period of performance extends from date of award through November 30, 2029. Operations are prohibited December 1 through April 30 for big game winter habitat protection.

The timber removal price schedule specifies Live Ponderosa Pine Sawtimber at a minimum acceptable offer of $3.00 per CCF and Timber Subject to Agreement Nonsaw at a minimum acceptable offer of $0.25 per CCF. The Government intends to award a firm fixed-price contract to one vendor and will evaluate offers based on Technical Approach and Relevant Past Performance (both significantly more important), Utilization of Local Work Forces/Benefit to Local Community, and Cost/Price (which when combined are approximately equal to technical factors). All pay items on the Schedule of Items must be priced for consideration. A pre-bid site visit is scheduled for May 13 at 9:00 AM at the San Juan National Forest Supervisors Office in Durango, Colorado. Questions are due May 15 at 12:00 PM PDT. Offers must be held firm for 60 calendar days. The NAICS code is 113310, Logging; PSC code is F014, Natural Resources/Conservation – Tree Thinning.
