The Department of the Air Force Space Command's 30th Contracting Squadron is seeking a contractor to migrate up to 500 government-furnished Synchronous Optical Network (SONET) circuits to a Dense Wavelength Division Multiplexing Optical Transport Network (DWDM/OTN) infrastructure at Vandenberg Space Force Base. The contractor must provide planning, program management, installation, and testing services for the circuit migration, utilizing Ciena-based network equipment and infrastructure. Key qualifications include Ciena certification, personnel who are U.S. citizens with Secret facility clearances, and expertise in carrier Ethernet and fiber optic transport technologies. The solicitation will be evaluated based on two factors: Technical Approach and Price, with award going to the responsible offeror providing the best value. Questions must be submitted by August 15, 2025 at 1:00 PM PDT, and quotes are due by September 5, 2025 at 1:00 PM PDT, with the government intending to award based on initial quotation submissions without further negotiations.

This is a 100% total small business set-aside under NAICS code 541512 (Computer Systems Design Services) with a size standard of $34,000,000, to be awarded as a Firm Fixed Price contract. The project has a 15-month base period of performance, with specific milestones including contract kick-off within 45 days of award, a draft integrated master schedule within 90 days, and final design 15 days before installation. The contractor must furnish cables, patch panels, and associated materials while the government will provide existing Ciena DWDM equipment and on-site storage. A minimum one-year warranty on materials and installation labor is required, and all work will be performed in Lompoc, California. The solicitation includes extensive security requirements, environmental management provisions, and adherence to the Service Contract Act wage determination for Santa Barbara County, California.

This Request for Quote (RFQ) for migration of circuits from legacy Synchronous Optical Network (SONET) to Dense Wavelength Division Multiplexing Optical Transport Network (DWDM/OTN) for Vandenberg Space Force Base is prepared in accordance with the format in FAR Part 12 and FAR Part 13 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued.   

This procurement is being issued as 100% total small business set-aside under North American Industrial Classification Standard (NAICS) 541512 -  Computer Systems Design Services with a szie standard of $34,000,000.00. This acquisition will be procured pursuant to the requirements in Federal Acquisition Regulation of FAR Part 12 and 13.

Please see the attached Combination synopsis/solicitation, Performance Work Statement, Pricing Schedule, Contract Clauses and Provisions, DD254, Wage Determination, and Brand-name justification for details.  Offerors are required to utilize the Pricing Schedule document to submit their quote, following the instructions contained therein, reference FAR 52.212-1, Instructions to Offerors, and the addendum thereto. 

The contract will be Firm Fixed Price (FFP) per the CLIN structure reflected in the attached Pricing Schedule. 

In accordance with FAR 52.204-7, all firms or individuals responding must be registered with the System for Award Management (SAM) (https://www.sam.gov).  Lack of registration in the SAM will make an offeror ineligible for contract award.
