1. BACKGROUND
Vandenberg Space Force Base (VSFB) current infrastructure is highly dependent on its’ end-of-life and end-of-support Synchronous Optical Network (SONET). A Ciena-based Dense Wavelength Division Multiplexing (DWDM) Optical Transport Network (OTN) architecture is now operational and ready for the migration of circuits from SONET. The migration priorities, plan, and template configurations have been developed and tested. This performance work statement accomplishes the migration of 500 circuits.
2. OBJECTIVES
The contractor shall migrate 500 government-furnished SONET circuits to the DWDM network, providing all necessary engineering, planning, material required to facilitate the migration (fiber/copper cables, DSX Patch panels, etc.), and implementation services. Key objectives are to:
a. Develop and submit a migration design, solution, and integrated master schedule;
b. Provide the necessary fiber or copper cables and DSX patch panels required to move connections to DWDM;
c. Acquire a quantity of DWDM hardware that may be needed to accommodate this migration;
d. Execute the migration of circuits per the approved design, solution, and schedule;
e. Perform all testing and turn-up of circuits to the Government’s acceptance criteria;
and
f. Furnish required documentation and status reports.
3. REQUIREMENTS
The contractor shall perform the following tasks:
3.3 The Migration Survey and Design Solution
The Contractor shall perform migration surveys at each site where circuits will be migrated. As necessary, the Contractor shall provide a design and solution (including proposed installation activities) based on the results of the design survey required for this PWS.
Prior to any component requisition, the Contractor shall provide List of Material specifications to SLD 30/SC for review/approval.
A design solution for each site shall, at a minimum, include, but is not limited to, the List of Materials, and Rack Elevations showing the position of Part 2B added materials (i.e., patch panels). Design Solution acceptance yields the Final Design which shall be in place 15 days before installation begins.
The Integrated Master Schedule and Final Design deliverables require Government concurrence or acceptance. If that acceptance is not received via email within 10 days of submission, then acceptance is implied.
VSFB Launch and Test Range Systems (LTRS) changes must follow Engineering Change Proposal (ECP) and Installation Readiness Review (IRR) processes. The contractor shall assume responsibility for or otherwise support Government efforts involved in these processes, including creation of related artifacts.
3.4 Equipment
The Contractor shall obtain and install the equipment listed in the List of Materials, Section 15, at the end of this document.
3.5 Implementation/Migration
Perform the physical migration of circuits according to the approved Integrated Master Schedule and Final Design. For each circuit, this includes: disconnection from the SONET system, installation of any new fiber patch cables or connectors, re-terminating at the DWDM equipment, configuring the Ciena equipment, and verifying operation. All labor, tools, cables, consumables, test equipment, and transportation required for migration are contractor-furnished, except as noted in PWS Paragraph 6 (Government Furnished Property).
3.6 Testing and Acceptance
Following the migration of a circuit or circuits migration, the Contractor shall use Ciena’s Monitor Control Plan (MCP) network management to confirm that the circuit(s) are operational.
In the event test results are unacceptable, the Contractor shall perform necessary repair actions until test results are satisfactory. After the Contractor has taken appropriate corrective action, all tests, including those previously completed and related to the failed test/corrective action, shall be repeated until successfully completed.
Final Acceptance of a migrated circuit will be by the Government Project Manager or assigned representative using MCP to confirm circuit performance.
3.7 Project Management
Contractor shall provide an on-site Contractor Project Manager (CPM) to coordinate all aspects of the site survey, engineering solution, installation, testing, and acceptance certification. CPM shall be responsible for all Contractor team member supervision and labor/resource management activities. The CPM shall be on site (at VSFB) for any on-base project activity. The CPM shall be responsible for scheduling, organizing, and leading weekly meetings to track planning and progress of the project from planning through completion and Government acceptance.
The CPM shall be responsible for providing a weekly status report or IPT meeting minutes deliverable in Contractor format.
The CPM shall coordinate the timing of all contract and subcontract activities to ensure smooth synchronized migration activities by all contractor team and Government members. The effect of the CPM effort shall minimize Government involvement. (For example: timing the circuit provisioning and fiber connections). This coordination includes, but is not limited to, coordinating with Government offices for site access, coordinating Government provided escorts as appropriate, electronic laptop access, Inside Plant fiber connections, and final quality assurance inspections.
CPM shall consolidate and present design, floor diagrams rack elevations for approvals. CPM shall be able to brief project details and answer detailed questions about all facets of the project that might affect each site. CPM shall attend range approval and range scheduling meetings to deconflict against critical launch activities and schedules. During these meetings, CPM shall brief project status when requested.
The CPM shall assist the Government with completing any site approval forms with design specific information to garner final approval for installation. Such forms may require, but are not limited to site component make, model, rack elevation, floor diagram.
4. DOCUMENTATION & DELIVERABLES
4.1 Documentation
All documentation (contract deliverables, reports, plans, integrated master schedule, etc.) shall be provided electronically in Microsoft Office editable formats (Word, Excel, Visio, PowerPoint, Microsoft Project) or pdf when final. Photographs shall be in .jpg format. In addition to other contract deliverables listed herein, the Contractor shall provide As-Builts as outlined in subparagraph 4.4.4.
4.2 Report Deliverables
Report deliverables shall be provided as required in this PWS.

The design solution for each site shall, at a minimum, include but is not limited to the List of Materials, floor diagrams, rack elevation drawings and power single line drawings.
c. As Built Drawings
The Contractor shall provide Redline drawings showing the “as built” configuration.
The drawings shall show the location of all network components. Drawings shall be in PDF and Visio format.
d. List of Materials
List of Materials with make, model, part number, version, serial number, and the building in which it was installed for Equipment Inventory Tracking
e. Test Plans and Results
Test plans and results as appropriate for each migrated circuit.
f. Cybersecurity Artifacts
Cybersecurity artifacts demonstrating compliance with existing DWDM/OTN system accreditation and IA controls. The Contractor shall Provide an update to the most recent version of the Vandenberg DWDM AF- DoD_PPS_Worksheet_V12.2

5. SCHEDULE
5.1 Period of Performance
The Period of Performance is 15 months from Contract Award. Circuit migrations that do not depend on additional materials shall begin in a timely manner after receipt of Contractor identified additional materials (Cat 6 cable, single mode fiber with LC connectors, patch panels, etc.) that may be required to efficiently and effectively complete the migration. The Contractor shall schedule project activities to achieve an efficient and timely migration.
5.2 Contract Kick Off
A Contract Kick Off and Migration Survey shall be scheduled and executed within 45 days of Contract Award. The contract Kick Off will be a 2-3 hour meeting at which the contract, requirements and challenges will be reviewed. The Migration Survey involves visiting the sites where migrations will be completed.
5.3 Working Hours
Migration activities shall be accomplished during business day duty hours (0730-1630). Most routine work shall not be accomplished during weekends, after hours, or over Government holidays. The exception may be service interruptions. Any effort that requires a service interruption must be coordinated with the SLD 30/SC Project Manager (SLD 30/SC PM) a minimum of 10 business days in advance. Some circuit migrations may require after duty hours (between 2000 hrs and 0600 hrs) circuit migration work after duty hours is not authorized unless otherwise agreed to by the SLD 30/SC PM.
5.4 Timetable
The Contractor shall provide an integrated master schedule to the Government that addresses Part 2B requirements. The schedule shall include both the Contractor and Government tasks necessary for the timely completion of migration tasks. The Contractor shall provide updates to the schedule as activities are completed or as dates and deliverables shift based on Government driven delays or vendor related issues affecting the timeline. This schedule shall show critical milestones and include procurement, installation, configuration, testing, training and deliverables activities.
The Contractor shall submit a formal draft of the integrated master schedule within 90 days of contract award for Government review and approval.
Schedule updates shall be provided to SLD 30/SC PM at weekly Integrated Process Team (IPT) meetings.
The Contractor shall track Government holidays and will be provided Launch Framelight planning to schedule around these operations as may be required. See Launch Framelight, Paragraph 5.

6. GOVERNMENT-FURNISHED ITEMS
The Government will furnish the following items to support contract performance
6.0.1 Circuits and Infrastructure: Existing SONET circuit connections and associated physical media (optical fibers or copper cabling, splice enclosures, and DSX patch panels) that are to be migrated. The contractor is not responsible for acquiring new circuits or service lines – all circuits to be migrated are Government-provided.
6.0.2 DWDM Equipment: Ciena DWDM/OTN transport equipment (shelves, cards, line modules, etc.) already installed and configured as part of the baseline network. The contractor shall use this Government Furnished Equipment to terminate the migrated circuits.
6.0.3 Documentation/Data: The Government’s General Migration Plan (Attachment 1), baseline network diagrams, rack elevations, configuration templates, and any relevant network inventory or records.
7. SECURITY REQUIREMENTS
At all times while on VSFB premises, Contractor representatives shall comply with VSFB security requirements imposed by the Installation Commander. The Contractor shall obtain all necessary passes, decals, badges, or other items required for access to perform contract services at VSFB. The Contractor shall be responsible for accountability of all such media issued to Contractor personnel and these media shall be surrendered to the 30th Security Forces Squadron (30 SFS) Pass and Registration Section upon completion or termination of the contract or upon termination of an individual’s employment with the Contractor. The Contractor shall comply with all VSFB policies regarding entry to the installation, rules of the road, contingency operations compliance, and cell phone, electronic device and photography prohibitions.
Contractor representatives are authorized entry to the installation only for the purpose of work under this contract and are not authorized in other facilities or areas without prior Government authorization.
Contractor shall possess a Secret facility clearance and all contractor personnel working on-base shall hold a DoD Secret clearance or higher. Contractor is also responsible for providing personnel to perform escort responsibilities for uncleared staff that will work on-base.
7.4 Electronic, Bluetooth, WiFi Devices
No Electronic, Bluetooth or WiFi devices are authorized in Restricted Areas. Those areas will be identified during the bidders site visit. If a computer/laptop is required to re-configure existing Ciena equipment to accommodate the migration, the Contractor shall develop and process necessary approval documents for authorizing laptops into the communication room. At a minimum, laptop operators must provide make, model, serial number of the laptop and have access to the BIOS such that authorization officials can validate that WiFi, Bluetooth, video/audio recording, and external ports are disabled (with the exception of the port needed to connect to installed equipment for configuration).
Contractor shall hand carry approval documents throughout required Government approval offices prior to the issuing of the approval of the electronic device to enter a communication room.
7.5 Compliance
The Contractor shall comply with Air Force Instruction (AFI) 31-101, DoDM5220.22v2_AFMAN16-1406v2, Space Launch Delta 30 Integrated Defense Plan (IDP), local security requirements, and shall possess a valid facility clearance at the Secret or higher level issued by the Defense Security Service (DSS). Personnel will have to complete Physical Security Training per AFI 31-101 and IDP before being processed for an Automated Entry
Control Card (AECC) by the Unit Security Manager (USM). If necessary, the security escort provider will enter into an appropriate Visitor Group Security Agreement (VGSA) with VSFB IAW DoDM5220.22v2_AFMAN16-1406v2 requirements. The Contractor is responsible for ensuring all Contractor employees performing work on VSFB possess and maintain applicable/ current certification(s), license(s), and permit(s) to perform required services on VSFB.
7.6 Base Access
Current security access restrictions at the Santa Maria Gate (Main Base Entry Gate) require all Contractor vehicles (which are the size of a standard bread delivery truck or larger) to enter only through the Lompoc Gate (located at intersection of Santa Lucia Road and Pine Canyon Road).
There is a vehicle check pull-off area at that gate. The Contractor will be required to submit to a vehicle search prior to gaining entry to the base. Contractor should plan and allow for delays due to in-place security procedures.
7.7 Base Access Letter
To request base access, the Contractor shall send a letter to the Contracting Officer. The letter must be on company stationery and shall include Contractor’s company address and telephone number, the contract number, names of the Contractor Program (On-site) Manager and Contractor Security Manager, and their alternates, and names of the escorts requiring access to VSFB, their social security numbers, and duty hours. After approval, this letter will be maintained on file with 30 SFS at the Visitor’s Control Center, Building 17596. Contractor shall provide this letter at the pre-performance conference and submit updated letters as changes occur. Entry requirements are subject to change, without notice, due to installation and world situations.
7.8 Personnel Identification
Contractor personnel shall identify themselves as contractor personnel by introducing themselves or being introduced as contractor personnel and by displaying distinguishing badges or other visible identification for meetings with Government personnel. Contractor personnel shall appropriately identify themselves as contractor employees in telephone conversations and in formal and informal written correspondence, including individual email signature lines.
7.9 Facility Access Requirements
After processing the Base Access Letter, to be able to perform SOW defined responsibilities, Contractor personnel, to include subcontractors and OEM representatives, shall be U.S.
Citizens. As feasible, Subcontract representatives should hold an active DoD Secret clearance.
Subcontractor representatives without an active DoD Secret clearance will, while on base to perform required installation activities, be escorted by a cleared and escort trained contractor representative.
7.9.1 Key Control
The Contractor shall establish and implement methods of making sure all keys, key cards and key fobs issued to the Contractor by the Government are not lost or misplaced and are not used by unauthorized persons. All references to keys herein include key cards and key fobs. No keys issued to the Contractor by the Government shall be duplicated. The Contractor shall develop procedures covering key control. Such procedures shall include turn-in of any issued keys by personnel who no longer require access to locked areas. The Contractor shall immediately report any occurrences of lost or duplicate keys/key cards to the CO.
In the event keys are lost or duplicated, the Contractor shall re-key or replace the affected lock/locks only at the direction of the CO. However, the Government may replace the affected lock/locks or perform re-keying. When the Government performs replacement of locks or re-keying because of Contractor key loss or duplication, the total cost of re-keying or the replacement of the lock/locks shall be deducted from the monthly payment due the Contractor.
In the event a master key is lost or duplicated, all locks and keys for that system shall be replaced by the Government and the total cost deducted from a payment due the Contractor.
The Contractor shall prohibit the use of Government issued keys/key cards by any persons other than the Contractor’s representatives. The Contractor shall prohibit the opening of locked areas by Contractor representatives to permit entrance of persons other than Contractor representatives engaged in the performance of assigned work in those areas, or personnel authorized entrance by the CO.
7.9.2 Lock Combinations
The Contractor shall establish and implement methods of ensuring that all lock combinations are not revealed to unauthorized persons. The Contractor shall ensure that lock combinations are changed when personnel having access to the combinations no longer have a need to know such combinations. These procedures shall be included in the Contractor’s QCP.
7.10 Contractor Personnel
Upon employment, and after the Contractor’s base access letter is on file with the 30 SFS, all Contractor representatives shall apply for vehicle passes and individual identification badges at the VSFB 30 SFS, Visitor's Control Center, Building 17596. The PM will assist, as required.
Passes may be picked up Monday through Friday 6:00am – 6:00pm Pacific Time. No appointment is necessary. The Contractor shall surrender all passes and identification badges to the 30 SFS on the first workday following completion or termination of the contract or termination of a Contractor representative’s employment.
7.10.1 Language
Due to safety and security, all Contractor personnel shall be able to fluently speak, read, and write English.
7.10.2 Identification of Contractor Personnel
All Contractor personnel attending meetings, answering Government telephones, and working in other situations where their contractor status is not obvious to third parties are required to identify themselves as such to avoid creating an impression in the minds of members of the public that they are Government officials. They must also ensure that all documents or reports produced by Contractors are suitably marked as Contractor products or that Contractor participation is appropriately disclosed. Contractor personnel will be required to obtain and wear badges in the performance of this service.
If a contractor's vehicle needs access to restricted areas, it must display company signage.
7.10.3 Facility Security Officer
Upon contract award, the Contractor shall, in writing to the Contracting Officer, identify the Contractor or subcontractor(s) Facility Security Officers (FSO). The on-site Contractor Project Manager shall be the Contractor or subcontractor(s) point of contact for all security matters.
Within five (5) working days of contract award, the Contractor’s PM and FSO(s) shall meet with the SLD 30/SC PM and/or Unit Security Manager for assistance in satisfying Contractor personnel security requirements.
7.10.4 Security Briefings
Contractor personnel shall attend a security and OPSEC orientation under HSPD Title 12.
Contractor shall schedule initial and annual refresher training (for all assigned Contractor personnel) through the SLD 30/SC PM.
All Contractor personnel shall be thoroughly briefed by the PjM on established security requirements and procedures as stipulated in Air Force Policy Directive (AFPD) 31-1 Physical Security Program.
The Contractor shall brief all personnel that they shall immediately leave any area upon notification by the Contracting Officer Representative (COR) constituted authority, or the 30 SFS, when directed, as occasional operational requirements, real world activities, or emergencies dictate.
7.11 Physical Security
The Contractor shall be responsible for safeguarding all government equipment, information and property provided for Contractor use.
8. LAUNCH FRAMELIGHT
The Contractor shall be prepared to stop all work when directed by the Government during launch operations per current base “FRAMELIGHT” policy. A notice of NO Digging and NO Communications Room work will be issued during these times. This includes work in communication rooms. The Contractor shall plan for approximately four (4) full duty days of down time per month. The SLD 30/SC Project Manager will advise Contractor of upcoming FRAMELIGHT activity.
9. VSFB DWDM/OTN BASELINE
The Ciena products that constitute the current VSFB DWDM/OTN baseline include 3926’s, 5142’s, 6500’s and Manage Control Plan (MCP).
10. CONRACTOR QUALIFICATIONS
The Contractor shall be certified by Ciena to install and maintain Ciena equipment to ensure warranty continues for covered existing and newly installed DWDM/OTN components.
Contractor personnel shall be intimately familiar with the VSFB DWDM/OTN baseline products (see paragraph 9, above). All contractor personnel shall be US Citizens and possess a REAL ID Driver’s License.
Contractor personnel shall be able to communicate solutions to customers and coordinate communication with internal Ciena organizations to resolve issues in the field, within the limitations of Government security policies. Contractor shall possess expertise in Carrier Ethernet, fiber optic transport and switching protocols.
Contractor personnel shall, on-site or as appropriate to meet security requirements, perform testing, integration, installation, configuration, repair and troubleshooting of installed Ciena products.
11. INDUSTRY STANDARDS
The Contractor is expected to perform all work using industry standards, to include ANSI, TIA/EIA, NEC, MIL-HDBKS, STDS, Unified Facility Guide Specifications (UFGS), Unified Facilities Criteria (UFC), Caltrans Standard Specifications and Caltrans Standard Drawings.
12. SERVICE SUMMARY

Documentation must be completed with 98% of reports accurately depicting current status. 2% of the time, contractor can re-submit documentation with errors within 24 hours.
Schedule/Performance 3.1-3.5 & 5.3 Completed activities will be completed in accordance with contractor provided schedule 95% of the time. 5% of the time, activities can be rescheduled to take place within 5 working days (excluding any government caused delays such as Framelights)
Trash Removal 14 Trash, equipment and tools are removed and the work area is clean 98% of the time at the end of each day and/or activity. 2% of the time, contractor can clean area the following working day.
13. WARRANTY
New materials shall come with a minimum 1-year full warranty, not prorated, including labor and shipping costs for replacement. The warranty period begins upon Final Acceptance. For materials with a manufacturer’s warranty exceeding 1-year, warranty shall be passed on to
VSFB.
Installation Labor for services provided shall come with a minimum 1-year warranty. All DWDM/OTN components shall require the manufacturer to keep the Government updated on changes, new software versions, life cycle and issues during system warranty.
14. ENVIRONMENTAL MANAGEMENT
The Contractor and their subcontractors, if any, shall comply with all environmental, federal, state, and local laws and regulations, and Air Force policies, instructions, and plans. The Contractor shall maintain an awareness of changing environmental regulatory requirements to avoid environmental deficiencies for activities on Vandenberg Space Force Base. The Prime Contractor shall ensure their subcontractors comply with these specifications.
Project Residue & Disposition: The Contractor shall properly disposition all unneeded materials and soils IAW Defense Logistics Agency Disposition Services guidance http://www.dispositionservices.dla.mil/drmo/vandenberg.shtml and with the Environmental Protection Agency guidance http://www.epa.gov/cpg/products.htm. If required, Contractor shall complete and process the Recovered Materials Determination Form (RMDF) to be provided at initial site survey.
The Contractor shall ensure the project conforms to all applicable Federal, State and local laws, regulations and base-specific standards and applicable Unified Facilities Criteria (UFC). Where there is a conflict between the referenced standards, the most stringent shall take precedence. All work accomplished by the Contractor shall comply with these criteria unless a waiver is obtained from the Air Force when conditions warrant such consideration.
Do NOT use Class 1 Ozone-Depleting Chemicals in performance of the entire work effort. This is IAW AF Acquisition Circular 92-29.
At the end of each workday, the Contractor shall leave the work environment clean and in good order.
