About this opportunity
The Department of State Office of Acquisition Management has awarded contract 19FS1A26F0023 to Skillsoft (US), Inc. for the Skillsoft Percipio Platform on a sole-source basis, with an estimated total value of $620,730, under GSAR Subpart 538.7104-3(b)(1)(ii) authority.
The justification rests on uniqueness: Skillsoft is the sole proprietor of the Percipio platform and its underlying course libraries and does not distribute subscriptions through authorized resellers. Market research conducted via GSA Market Research as a Service (RFI #1788350, posted December 2, 2025, closed December 16, 2025) yielded 22 vendor responses; element-by-element technical capability review against SOW criteria found only Skillsoft technically capable. Supply-channel verification in March 2026 and again in August 2026 confirmed Skillsoft's OEM status and direct offering under GSA Schedule No. 47QTCA19D002B.
The Foreign Service Institute procures an off-the-shelf courseware platform containing over 5,000 courses, integrated digital book and audiobook library, external portal, real-time Cornerstone OnDemand API synchronization, SAML SSO, and FedRAMP Moderate hosting with certification-prep content. The platform must support a minimum of 20,000 concurrent users, scalable to 50,000. Performance period is September 30, 2026 through September 29, 2027, with no option periods. The award is Firm-Fixed-Price under GSA Multiple Award Schedule (MAS) Schedule No. 47QTCA19D002B, SIN 611420. The redacted J&A has been attached and will be posted at the Government-wide Point of Entry for a minimum of 30 days following the award date of September 25, 2026.
