About this file
This is a Sole Source Justification document under the Federal Supply Schedule (FSS) for a single-source award to Skillsoft (US), Inc. for the Skillsoft Percipio Platform.
The Department of State's Foreign Service Institute (NFATC) is procuring an off-the-shelf courseware platform containing 5,000+ courses, integrated digital book/audiobook library, external portal, real-time Cornerstone OnDemand API synchronization, SAML SSO, and FedRAMP Moderate hosting with certification-prep content. The requirement supports a minimum of 20,000 concurrent users, scalable to 50,000, over a one-year performance period from September 30, 2026, to September 29, 2027, with no option periods. The estimated total contract value is $620,730.00 under a Firm-Fixed-Price (FFP) order through GSA Multiple Award Schedule (MAS) Schedule No. 47QTCA19D002B, SIN 611420. The acquisition is conducted under GSAR Subpart 538.7104-3(b)(1)(ii) authority.
Market research via GSA Market Research as a Service (MRAS) RFI #1788350 (posted December 2, 2025; closed December 16, 2025) yielded 22 vendor responses, but only Skillsoft was found technically capable after element-by-element technical capability review against SOW criteria. As the Original Equipment Manufacturer and sole proprietor of the Percipio platform and underlying course libraries, Skillsoft directly offers subscriptions under its own GSA Schedule and does not utilize authorized resellers for Percipio subscriptions. Supply-channel verification conducted in March 2026 and again in August 2026 confirmed Skillsoft's OEM status and direct offering under Schedule No. 47QTCA19D002B. The Contracting Officer determined the award represents best value consistent with FSS ordering procedures, and fair and reasonableness of pricing must be confirmed before contract award. This justification will be made publicly available at the Government-wide Point of Entry within 14 days after award for a minimum of 30 days.
