About this opportunity
The Department of Veterans Affairs Veterans Health Administration, Veterans Integrated Service Network 16, seeks one new JCB 300 (T4) NA Series 3.2 skid steer loader with attachments, with quotations due May 26, 2026, at 12:00 PM Central Daylight Time and questions due May 18, 2026, at 12:00 PM CDT. The procurement is a 100% Service-Disabled Veteran-Owned Small Business set-aside using simplified acquisition procedures under FAR Parts 12 and 13.
Place of performance and delivery is Fayetteville, Arkansas. The equipment must be new, not refurbished, and must lift, transport, and maneuver heavy materials including Conex boxes and freight on paved roads, uneven terrain, and adverse weather. Required features include 12 x 16.5 10PR HD wide track tires, enclosed cab with heating and air conditioning, high-flow hydraulics with creep speed capability, parallel lift capability with smoothride vibration-reducing system, multifunction joystick controls, general-purpose bucket with cutting edge, 48-inch forks, mulcher and tree spade attachments, reversing fan, air-suspension seat, and rear-view camera. Operator orientation training (1–2 hours) and factory-authorized maintenance training for at least one VA employee are required. Amendment 0001, issued May 18, 2026, clarifies that both rubber-tire skid steers and track loaders are acceptable; tracked units are preferred but not mandatory.
Delivery must occur within 120 days after receipt of order. The NAICS code is 333120, Construction Machinery Manufacturing, with a small business size standard of 1,250 employees. Evaluation uses comparative evaluation on three factors: technical capability (pass/fail), delivery lead time, and price. Offerors must register in SAM, hold current SDVOSB certification from the Small Business Administration at quote submission and award, and comply with VAAR limitations on subcontracting. Quotations must include a completed SF 1449, product literature demonstrating compliance with salient characteristics, and an authorized OEM distributor letter. Contact Caleb Parker at caleb.parker@va.gov.
