About this opportunity
The Department of the Army National Guard seeks a single skid-mounted airfield liquid de-icing system for Camp Douglas, Wisconsin, with proposals due September 16, 2026. The procurement is set aside 100% for small businesses under NAICS 332420 (Metal Tank Manufacturing) with a 750-employee size standard.
The system must mount on an existing single-axle dump truck bed (82 inches wide, 118 inches long, 33,000-pound GVWR) without drilling, bolting, or welding to the host vehicle. The skid shall include a 900-gallon polyethylene tank, fixed-configuration spray boom delivering 30-foot coverage width, gasoline-powered engine with zero-degree cold-start capability and one-hour minimum runtime, and in-cab controller for operator adjustment. The self-loading leg system must support the drained skid independently during extended seasonal storage and fold against the skid during operation. Spray application shall deliver 40–50 gallons per mile at 25–30 mph with independently adjustable nozzles, uniform patterns, and a 100-foot manual hose reel with garden hose connection. All structural components must be stainless steel or equivalently protected against corrosion. A cumulative onboard totalizer is required; GPS-based speed compensation, closed-loop flow control, and downloadable records are not required.
Delivery is due 60 calendar days from award to Camp Douglas, Zip Code 54618, FOB Destination. The contractor must provide one combined onsite operator and maintenance training session for seven personnel, complete operator's and parts manuals in physical and digital formats, and a one-year comprehensive warranty with 24-hour response time covering all parts and labor. Pricing must remain valid through October 31, 2026. Evaluation weighs technical merit and price; incomplete technical submissions may be deemed unacceptable. Quotations shall be submitted on the attached SF 1449, including estimated delivery date, SAM Unique ID, CAGE Code, and Tax Identification number.
