About this file
This document is a Minimum Specifications for a Skid-Mounted Airfield Liquid De-Icing System dated August 23, 2026, prepared by Volk Field Combat Readiness Training Center (CRTC) in Wisconsin. The Air National Guard facility requires procurement of a modern de-icing system to replace degraded, aging equipment and maintain safe aircraft operations during winter conditions. The system must be fabricated, delivered, installed, and accompanied by operator and maintenance training for Volk Field personnel.
The de-icing system is specified as a slide-in, skid-mounted unit designed to fit within an existing dump truck bed with dimensional constraints of 14 feet maximum length (12 feet usable), 74 inches clear inside width, and compliance with the host vehicle's gross vehicle weight rating and axle capacities. The tank must provide minimum 900 U.S. gallons capacity with internal anti-slosh baffle and splash shield protection. All structural components, including the frame, self-loading leg system, loading guide kit, trunnion latch kit, and tie-down kit, must be constructed of high-grade stainless steel for corrosion resistance. The spray boom and application system must deliver de-icing agent across a 30-foot path width with multi-lane control zones and heavy-duty brass nozzles. The power plant comprises a reliable electric or fuel-powered motor with stainless steel construction or protective enclosure, integrated flow meter, and hose reel with utility spray wand. An in-cab mounted controller must enable full operator adjustment and monitoring of application rates, boom sections, and system power. The contractor must provide a minimum one-year comprehensive warranty covering all parts, labor, and structural components from final agency acceptance, along with complete operator's manuals, parts catalogs, and technical service manuals in physical and digital formats.

MINIMUM SPECIFICATIONS
FOR
SKID-MOUNTED AIRFIELD LIQUID DE-ICING SYSTEM
8.23.2026
INTRODUCTION & BACKGROUND
Winter conditions in Wisconsin demand reliable, immediate, and high-capacity airield de-icing operations.
The existing de-icing trailer is degraded, aging, and no longer operational, introducing unacceptable risk during freezing rain, snow, and rapid temperature transitions.
To maintain safe, uninterrupted aircraft movement and secure operations, Volk Field CRTC requires the procurement of a modern, skid-mounted liquid de-icing system. This unit will be mounted within an existing dump truck bed to restore essential airield maintenance capability. The system must deliver eficient, uniform, and high-speed application of de-icing solutions to keep runways and taxiways clear.
SCOPE OF WORK & CONTRACTOR RESPONSIBILITIES
Contractor shall be responsible for the end-to-end execution of this requirement, including:
A. Manufacturing: Fabricating and assembling the de-icing system in strict compliance with all technical speciications.
B. Delivery: Safely transporting and delivering the fully assembled de-icing system to Volk Field Air National Guard Base.
C. Initial Installation: Performing the initial integration, mounting, and calibration of the skid system into the designated truck.
D. Training: Providing comprehensive onsite operational and maintenance training for Volk Field personnel immediately following successful installation.
VEHICLE COMPATIBILITY & DIMENSIONAL LIMITS
The de-icing system is designed as a slide-in, skid-mounted unit to be housed inside a standard dump truck bed. The entire assembly must it safely and securely within the following physical dimensional constraints:
• Maximum Dump Bed Length: 14 feet overall length (limited to 12 feet usable length up to the hydraulic doghouse).
• Maximum Dump Bed Width: 74 inches clear inside width.
• Weight Distribution: The loaded weight of the unit must not exceed the gross vehicle weight rating
(GVWR) or axle capacities of the host vehicle.
DETAILED TECHNICAL SPECIFICATIONS
The de-icing system supplied by the Contractor must meet or exceed the following minimum technical requirements. All components must be designed for durability, ease of maintenance, and reliable cold-weather performance.
1. Tank & Liquid Storage
• Capacity: Must have a minimum capacity of 900 U.S. gallons.
• Bafle System: Equipped with an internal anti-slosh bafle system to prevent luid shifting during vehicle acceleration, braking, and turning.
• Splash Shield: Must feature a heavy-duty splash shield to protect the vehicle, operators, and key system electronics from liquid overlow or spray back during illing and operation.
2. Frame, Structure & Mounting
• Construction Material: The entire structural frame, skid, and support components must be constructed of high-grade Stainless Steel for maximum corrosion resistance against de-icing chemicals.
• Self-Loading Leg System: Must include a heavy-duty, stainless steel, free-standing leg system to allow safe, self-loading and unloading of the skid from the dump bed without requiring external cranes or heavy rigging.
• Loading Guide Kit: Must include a stainless-steel loading guide kit to assist the driver in centering the skid during installation.
• Trunnion Latch Kit: Must include a stainless-steel trunnion latch kit to lock the skid securely to the host dump body.
• Tie-Down Kit: Must include a heavy-duty tie-down system/kit rated to secure the loaded unit in accordance with all applicable Department of Transportation (DOT) safety standards.
3. Spray Boom & Application System
• Path Width: Capable of applying liquid de-icing agent across a path of up to 30 feet wide in a single pass.
• Control Zones: Multi-lane capability enabling selective width control (e.g., left, center, right, or full 30-foot coverage).
• Nozzles: Equipped with heavy-duty brass nozzles designed to provide a uniform, consistent spray pattern without clogging under cold operating conditions.
4. Power Plant & Pumping System
• Motor and Driver Assembly: Driven by a reliable electric or fuel-powered motor.
• Material: The complete motor mount, pump housing, and driver assembly must be constructed of
Stainless Steel or be completely housed in a protective stainless steel enclosure.
• Flow Meter: Features an inline low meter to accurately measure, monitor, and record application volumes.
• Hose Reel: Includes an integrated hose reel with utility spray wand/hose for spot application, hand-spraying, or system cleanout.
5. Controls & Electronics
• In-Cab Controller: Must include a user-friendly, vehicle-cab-mounted controller. The controller shall allow the driver to fully adjust, activate, and monitor application rates, boom sections, and system power without leaving the safety of the truck cab.
• Wiring and Connections: All electrical lines must be weather-proofed, sealed, and rated for extreme cold and corrosive environments.
QUALITY ASSURANCE & WARRANTY
• Standard Warranty: The Contractor shall provide a minimum one-year comprehensive warranty on all parts, labor, and structural components, starting from the date of inal agency acceptance.
• Manuals: The system must be delivered with complete physical and digital copies of the Operator’s Manual, Parts Catalog, and Technical Service Manual.
