About this file
This document is a Questions and Answers (Q&A) file for federal contract W50S9H26QA043, addressing an airfield liquid de-icing system to be mounted on a skid and installed in a government-owned dump body.
Host Vehicle and System Configuration: The system will be mounted on a single-axle dump body measuring 82 inches wide by 118 inches long, with a 33,000 lbs. GVWR and 20,100 lbs. payload capacity. The skid will be secured using a lock-in tailgate and large ratchet straps, with no drilling, bolting, or welding permitted on the dump body. The self-loading leg system must support the completely drained skid, stand independently for extended seasonal storage on any level surface, and fold against the skid during operation. No stamped engineering, third-party certification, or proof-load testing beyond DOT cargo-securement requirements is required.
Tank and Liquid Specifications: The system will use potassium acetate de-icing liquid in a 900-gallon polyethylene tank representing minimum usable working capacity below overflow. Tank features include an overhead dump hose fill port with minimum 1.5-inch connection located within one foot of the tank bottom, low-point tank drain, clear tube level indicator, and top fill cover. Spray boom will be fixed configuration with 30-33 feet total width achieving 30-foot spray-pattern coverage at application rates of 40-50 gallons per mile at vehicle speeds of 25-30 mph, with independently adjustable nozzles and uniform spray patterns. The system requires a 100-foot manual hose reel with 5/8-inch inside diameter hose and garden hose connection.
Power and Controls: A gasoline-powered engine is required with 0-degree Fahrenheit cold-start capability and minimum one-hour operating runtime between refueling. The power plant must start and stop from an in-cab controller. The 12-volt electrical system requires no modifications to dashboard, firewall penetrations, direct battery connections, or auxiliary batteries. Application control requires only a cumulative onboard totalizer; GPS-based speed compensation, closed-loop flow meter control, or downloadable electronic records are not required.
Acceptance Testing and Installation: Required acceptance tests include tank and plumbing leak tests, pump flow and pressure tests, flow-meter calibration, spray-pattern and coverage tests, application-rate accuracy tests, loading and unloading demonstrations, and tie-down inspection. Volk Field will provide both indoor and outdoor work areas, water supply, forklift support, and access Monday through Friday, 0730-1500 hours, with escort for delivery. Training is required for seven personnel in one combined onsite operator and maintenance session supported by physical and digital manuals. The contractor must provide a one-year comprehensive warranty with 24-hour response time, including contractor travel and freight, covering all purchased components including pumps, flow meters, controllers, engines, valves, nozzles, and hoses.

5. Please con irm the intended self-loading procedure, including:
o Whether the dump body may be tilted to pick up and unload the skid - No o Whether loading and unloading must be performed by one person - No o Whether the system must stand independently for extended seasonal storage
- Yes o The anticipated storage surface, such as level concrete, asphalt, gravel, or uneven ground – Any level surface o Whether the loading legs must remain attached, fold against the skid, or be removable and stored separately during operation. Fold against the skid
6. Does the Government require stamped engineering, third-party certi ication, proof-load testing, or documented structural calculations for the loading legs, trunnion latches, skid frame, or DOT-rated tie-down system? Please identify any required design loads or certi ication standards beyond applicable DOT cargo-securement requirements. No.
Tank, Liquid, and Materials
7. Please identify the liquid de-icing product that will be used, including:
o Product name or chemical composition – Potassium Acetate
8. Does the 900-gallon requirement refer to nominal tank capacity or minimum usable working capacity below the over low and required expansion space? Minimum usable working capacity
9. The speci ications require the structural frame, skid, and supports to be stainless steel but do not expressly identify the tank material. Please con irm: Poly tank
Whether a chemical-compatible polyethylene tank is acceptable Yes
Whether internal baf le balls or another removable internal anti-slosh system are acceptable Not needed
Whether a fabricated stainless-steel tank is required No, Poly tank.
Whether a speci ic stainless inish, weld-cleaning process, pickling, or passivation is required No
10. Is there a maximum allowable empty skid weight, loaded skid weight, or required center-of-gravity location beyond the stated requirement to remain within the host vehicle’s GVWR and axle ratings? Will a certi ied loaded axle-weight ticket be required for acceptance? No
